Later, Darrell <br />would be on the delivery side with Darkhorse as they work to deliver a <br />second round 8 years later. <br />2. Strathcona County Community Risk Assessment and Masterplan - <br />Darrell was on the executive client side while Darkhorse delivered this <br />work. As CAO for one of Canada's most complex municipal <br />administrations, Darrell oversaw <br />nineteen departments including <br />Strathcona County Emergency <br />Services, managing 2400 staff and an <br />operating budget of over $300 million. <br />This executive-level municipal <br />experience gives him a deep <br />understanding of how risk assessment <br />and Standards of Cover <br />recommendations need to align with <br />broader municipal priorities and <br />budget processes. <br />3. Emergency Services Academy <br />Leadership - As President and <br />Founder of one of Canada's largest <br />private vocational colleges for paramedicine and fire services, Darrell has <br />developed extensive expertise in training program development, <br />competency standards, and policy frameworks. This background <br />strengthens his ability to assess training needs, operational <br />requirements, and strategic planning for fire services through the lens of <br />professional development. <br />Darrell's unique combination of perspectives from fire service leadership, <br />municipal executive experience, and consulting gives him an exceptional <br />ability to bridge the analytical aspects of the Community Risk Assessment with <br />the practical operational needs and political realities of the Everett Fire <br />Department.
