<br />The purpose of this first phase is to build a comprehensive foundation of data <br />and stakeholder perspectives to ensure analysis reflects both empirical <br />evidence and organizational context. <br />● Initiate project with kickoff meeting to align expectations and establish <br />communication protocols <br />● Gather and clean CAD/RMS data, GIS layers, and operational information <br />● Conduct targeted stakeholder interviews with EFD leadership, union <br />representatives, elected officials <br />● Conduct public consultation <br />● Configure our analytical platform with Everett's specific data <br />● Deliver data validation report to ensure the accuracy of foundational <br />analysis <br />Phase 2: Diagnostic Analysis & Draft Findings (Weeks 5-10) <br />We then transform raw data into meaningful insights that reveal <br />patterns, challenges, and opportunities within EFD's current <br />operations and deployment model, forming the basis of the <br />Community Risk Assessment and Standards of Cover <br />● Complete comprehensive data analysis using our suite of <br />diagnostic tools <br />● Develop detailed GIS visualizations of community risk factors and <br />response capabilities <br />● Map critical risk concentrations against current deployment strategies <br />● Analyze staffing, response times, station locations, and operational <br />effectiveness including first due response performance, ERF <br />concentration, response reliability, unit hour utilization and other metrics <br />● Provide root cause analysis of first due performance through overgoal <br />analysis <br />● Forecast future state demand through municipal development plans <br />● Detailed station location analysis and scenario recommendations <br />through our predictive model <br />● Present preliminary findings to EFD leadership for validation and <br />refinement <br />● Draft initial recommendations based on verified analysis <br /> <br />26
