<br />Darkhorse believes in building the capacity in departments to <br />make strategic planning part of its DNA . To stop the reliance on <br />consultants but instead empower departments to take matters <br />into their own hands. <br />To do this, Darkhorse will implement its best-in-class analytical <br />software suite. The suite includes HQ (a monitoring tool), <br />Diagnostics (a data exploration tool), Deployment Analyzer (a <br />predictive station planning and deployment <br />planning tool), and Risk (a community Risk <br />Assessment tool). <br />With this suite of tools, the project will ensure <br />there is a single source of truth for analyses, and <br />that recommendations can be evaluated <br />quantitatively. By leaving these tools in the <br />hands of EFD after the project concludes, EFD <br />can continue to monitor and evaluate as inputs <br />change. The Strategic Masterplan stops being a <br />static point in time, and shifts to an ongoing <br />Strategic Planning Process supported by analytical tools. <br /> <br />B. Provide a timeline or schedule for this project, which <br />includes a schedule of milestones and an estimate for City of <br />Everett staff time requirements, if any. <br />We estimate this project will take roughly three months to <br />complete. However, the final stage may last longer if additional <br />review and alignment are required. <br /> <br />28
