Evaluate the current location and type of resources available for the first due and fully <br />effective response. <br />2. Response Times: <br />a. Document and evaluate current call processing time, turnout time, travel time, and overall <br />response time. <br />b. Evaluate response intervals by time of day, to assess impacts from commuter traffic, traffic <br />control devices, and road conditions. <br />c. Evaluate the time currently required to deliver the full effective response force. <br />3. Everett Fire Department Expectations: <br />a. Discuss performance goals and expectations consistent with national guidelines from the <br />National Fire Protection Association (NFPA), the Commission on Fire Accreditation <br />International (CFAI), and the Washington State Rating Bureau (WSRB) and locally identified <br />standards. <br />4. Response Reliability: <br />a. Analyze response reliability by station and response unit. <br />b. Evaluate incident and unit response concurrency to determine if multiple calls are affecting <br />performance. <br />5. Assess risk in the community: <br />a. Conduct an analysis of the risk throughout the community. The purpose of this evaluation is <br />to assess the community in comparison to recognized standards. <br />6. Community Performance Expectations <br />a. Gather input from community members regarding their expectations for service. <br />7. Elected Officials Expectations <br />a. Gather input from elected officials regarding their expectations for service. <br />2.6 CONSULTANT RESPONSIBILITIES <br />1. The consultant will report to the Everett Fire Chief throughout the duration of the project. The <br />consultant will provide internal communications and messages in the form of oral and written <br />memos or emails to the Fire Chief as needed. <br />2. The consultant must conduct various meetings with key stakeholders to collect information needed <br />for the Community Risk Assessment and Standards of Cover. Key stakeholders include elected <br />officials, Everett Fire Union, EFD Staff, and the community at large.
