Mr. Andy West <br />April 8, 2025 <br />Page 4 <br /> <br /> <br /> <br />*Based on pull-planning efforts to date, we recommend an early building demolition package <br />be submitted during the DD phase. This proposal incorporates that recommendation. <br /> <br />+We anticipate the project will implement phased permitting to facilitate staggered <br />construction activities and increased flexibility and efficiency for Bayley. A phased permitting <br />strategy will be defined based on pull-planning efforts to take place during Schematic <br />Design. We will provide a full proposal for Phase 2 services subsequent to Schematic <br />Design. <br /> <br />INFORMATION REQUIREMENTS <br /> <br />· Architectural site and stadium plans in AutoCAD format for use as the base for our civil <br />documents. <br />· A geotechnical report with recommendations for earthwork, compaction, paving sections, <br />stormwater infiltration, and subsurface drainage will be provided. The report will also <br />address groundwater depth and flows, as well as anticipated site pollutant loadings. <br />· A utility and topographic survey in AutoCAD format meeting the requirements outlines in <br />the KPFF survey request form provided to Bayley on 1/27/2025. <br />· Preliminary design and layout from SnoPUD for the proposed electrical service reroutes. <br /> <br />ASSUMPTIONS <br /> <br />· The existing water main, combined sewer main, and gas main are of adequate depth <br />and capacity to meet the requirements of the project and have sufficient gradient to allow <br />for the rerouting around the stadium without the need for lift stations. <br />· Coffman will provide lead coordination with utility purveyors to determine power and <br />communication infrastructure undergrounding requirements. KPFF will provide plan and <br />profiles for routing power and communication duct banks for construction based on <br />design by electrical engineer (Coffman or utility purveyor). Information provided to KPFF <br />will include the number and size of conduits and vaults and a schematic layout plan. <br />Profile won’t occur until the CD phase. <br />· Coffman will identify loads for power and communications for the proposed buildings, <br />and make an application to Snohomish County PUD and communications purveyors. <br />· SnoPUD will design, permit, and construct the Transmission Line reroute. SnoPUD will <br />coordinate with the design-build team for size and location of new power poles to ensure <br />the stadium meets setback requirements. <br />· Project illumination engineer will prepare: <br />o A site lighting layout and coordinate layout and associated electrical loads <br />with SnoPUD for power feed. <br />o Illumination calculations for approval by the City.
