Page 4 <br /> <br /> <br />Design Phase: <br />1. Issue Cx specifications for inclusion in bid/permit Documents to include monitoring-based Cx <br />requirements. <br />Occupancy Phase: <br />1. Development of Monitoring Based Commissioning Plan. <br />a. The monitoring-based commissioning plan will document roles and responsibilities; <br />measurement requirements (meters, points, metering systems, data access); the <br />points to be tracked, with frequency and duration for trend monitoring; the limits of <br />acceptable values for tracked points and metered values (where appropriate, <br />predictive algorithms may be used to compare ideal values with actual values); the <br />elements used to evaluate performance, including conflict between systems, out-of- <br />sequence operation of systems components, and energy and water usage profiles; an <br />action plan for identifying and correcting operational errors and deficiencies; training <br />to prevent errors; planning for repairs needed to maintain performance; and the <br />frequency of analyses in the first year of occupancy (at least quarterly). <br />2. Review Systems Manual to include Monitoring Based Commissioning needs. <br />3. Collect the first twelve (12) months of electrical and natural gas utility data and benchmark <br />facility performance in an associated report. <br />LEED BD+C: New Construction – Energy & Atmosphere – Envelope Commissioning (2 Points): <br />Where Building Enclosure Commissioning (BECx) is included, DLR Group to provide commissioning services <br />for the building’s thermal envelope in accordance with ASHRAE Guideline 0 –2005 and the National <br />Institute of Building Sciences (NIBS) Guideline 3–2012, Exterior Enclosure Technical Requirements for the <br />Commissioning Process, as they relate to energy, water, indoor environmental quality, and durability. <br />Design Phase <br />1. Review and document the OPR and BECx plan. <br />2. Provide a design review of the enclosure related drawings and specifications at the CD phase. <br />3. Provide a building enclosure commissioning specification for inclusion in the design documents. <br />Construction Phase: <br />1. Review contractor submittals pertaining to the building enclosure. <br />2. Verify systems manual updates and delivery to include BOD, warranties, and O&M manuals. <br />3. Verify operator and occupant training delivery and effectiveness. <br />4. Issue building envelope construction checklists. <br />5. Provide twelve (12) observational site visits to observe installation of the building enclosure. Site <br />visits are to be coordinated with the construction manager and Owner. Site visits are <br />recommended for the beginning and near completion stages of air/vapor barrier installations, <br />curtain wall installations, window installations, roof system installations, and any other project <br />specific systems pertaining to the building enclosure and related performance. <br />6. Provide a written field report disclosing the findings of the quality observations. <br />7. The BECxA shall provide an Issues Log. The Issues Log will be maintained on the field reports. <br />Occupancy Phase: <br />1. Perform seasonal testing pertaining to any infrared scanning that may be performed. <br />2. Perform a 10-month post-occupancy review of the building enclosure and provide a report. <br />3. Report on any infrared scanning performed by a third party. <br />4.
