<br />Exhibit A (Scope of Work) <br />tasks on the 19 parcels within the project scope. <br />• All appraisal tasks have been contracted for by outside counsel and are not a part <br />of this scope. <br />• KH – Will coordinate landowner contact and site inspections with the appraisal <br />team and support their delivery of completed appraisals. <br />• KH - Utility coordination and relocation – Assist City and design team analyzing and <br />clearing any utility encumbrances on acquired properties, affected by the project. <br />• Acquisition of additional utility easements needed to relocate utilities on additional <br />properties outside of the project area, are not included in this scope of work. <br />• KH – Will draft all real estate documents based on format approved by <br />City legal representatives. <br />• City to Establish Just Compensation as the basis for all offers to purchase real property. <br />• City to review and approve all counter offers and administrative settlement decisions. <br />• KH – Will perform landowner contact and all negotiations to acquire real <br />property, to standards required by WSDOT Local Agency Guidelines (LAG) <br />manual and state requirements for the acquisition of real property by a <br />public agency. <br />• KH – Will open and oversee escrow and/or real property transfer to City. <br />• Escrow fees, transfer tax and any other fees associated with real property transfer <br />are not included in this cost proposal and will be billed directly to the City. <br />• KH – Will provide hard copy of closed negotiation file to the City <br />• KH – Will document all acquisition activities in a contact log to be provided to the <br />City upon successful negotiation and closing of real property transaction or <br />provide contact log to outside council upon filing of condemnation action. <br />• KH - Eminent Domain support – Should condemnation be authorized for the <br />project we will work with City staff and their legal advisors to prepare for Council <br />and legal process. <br />• Any depositions, expert testimony, mediation support or other requested task in <br />support of eminent domain, post filing condemnation action, are not included in <br />this current scope of work and will be added on an as needed basis. <br />• KH - Will treat every landowner with fairness and respect. <br />Deliverables: <br />• Project status updates in a form appropriate for active negotiations to acquire real <br />property. <br />• Closed real estate asset file following successful completion of negotiations and <br />real estate closing. <br />
