2025 FEDERAL OVERLAY, BROADWAY – CALIFORNIA ST TO 18TH ST SPECIAL PROVISIONS
FEDERAL AID# STBGUL-2715(012); COE PW# 3841 SP-105 May 6, 2025

1
A single EDGE card shall communicate with 1 to 8 sensors and include 2
interface to the agencies existing IP network. Only a single IP address should 3
be necessary for all sensors and allow for independent streaming of the 4
thermal video streams by using ports. 5
6
The system shall be designed to operate reliably in the adverse environment 7
of roadside cabinets and shall meet or exceed all NEMA TS1 and TS2, as 8
well as Type 170/2070 environmental specifications. 9
10
Ambient operating temperature shall be from –34 to +74 degrees Centigrade 11
(-29.2 to +165.2 degrees Fahrenheit) at 0 to 95% relative humidity non-12
condensing. 13
14
The system shall be powered by 12-60 VDC or 12-42 VAC. 15
16
Surge ratings shall be set forth in the NEMA TS1 and TS2 specifications. 17
18
The EDGE interface board shall have 4 opto-isolated open collector outputs. 19
Twenty-four (24) additional outputs shall be available via the USB expansion 20
port and up to five (5) 4 I/O USB expansion modules. 21
22
Must be able to provide loop emulation for presence, bike presence, counting 23
and data collection. 24
25
Presence hold time must have parameters that range from 10 to 600 seconds. 26
27
Each TI BPL2 EDGE card shall allow for up to 24 digital inputs into the traffic 28
controller via the 4 I/O USB Expansion boards or up to 64 digital inputs into 29
the traffic controller via the PIM Module using an SDLC interface. 30
31
Each TI BPL2 EDGE card shall have error detection. Outputs will be turned 32
“ON” if the video signal is bad or the card is not functioning properly. A user 33
defined quality level will automatically put selected outputs to recall in cases 34
of severe degraded visibility (i.e., fog, blizzard, etc.). Normal detection 35
resumes when visibility improves above the user defined thermal quality level. 36
37
Using an agencies network, the TI BPL2 Edge card shall be capable of 38
streaming all connected sensors video streams simultaneously via MPEG-39
4/H.264/MJPEG. These streams are available with or without detection 40
overlay. 41
42
The TI BPL2 EDGE board shall have a reset button on the front panel to reset 43
the thermal sensors to “learn” the roadway image. During “learn”, selectable 44
recall can be enabled or disabled for immediate operation. Learning time of 45
video detectors shall be less than 6 minutes. 46
47
