2025 FEDERAL OVERLAY, BROADWAY – CALIFORNIA ST TO 18TH ST SPECIAL PROVISIONS <br />FEDERAL AID# STBGUL-2715(012); COE PW# 3841 SP-54 May 6, 2025 <br /> <br />nighttime work that is not already established in the Contract, a 30-day notice is 1 <br />required. The Engineer will then review the request and apply for the Noise Variance; 2 <br />the City can deny the request at its sole discretion. Nighttime work is considered to 3 <br />be between 10 pm and 7 am unless otherwise stated. The following mitigation 4 <br />measures shall be in effect during a Noise Variance, though there may be additional 5 <br />project specific requirements: 6 <br />· Back-up alarms shall be directional broad band type alarms. 7 <br />· Trucks performing export haul shall have well maintained bed liners. 8 <br />· Tailgate slamming will be prohibited. 9 <br />· No construction work shall be allowed between 6 pm and 8 am on Saturdays, 10 <br />Sundays, or federally recognized holidays unless otherwise stated in the 11 <br />Noise Variance Permit.]*** 12 <br />prior to the day(s) the Contractor is requesting to change the hours. 13 <br /> 14 <br />If the Contracting Agency approves such a deviation, such approval may be subject to 15 <br />certain other conditions, which will be detailed in writing. For example: 16 <br />1. Considering the work performed on Saturdays, Sundays, and holidays as working 17 <br />days with regard to the contract time. 18 <br />2. Considering multiple work shifts as multiple working days with respect to contract 19 <br />time even though the multiple shifts occur in a single 24-hour period. 20 <br />3. If a 4-10 work schedule is requested and approved the non working day for the 21 <br />week will be charged as a working day. 22 <br />4. If Davis Bacon wage rates apply to this Contract, all requirements must be met and 23 <br />recorded properly on certified payroll 24 <br /> 25 <br />1-08.1.OptionA.RTF 26 <br /> 1-08.1 Subcontracting 27 <br />(December 30, 2022 APWA GSP, Option A) 28 <br /> 29 <br />Section 1-08.1 is supplemented with the following: 30 <br /> 31 <br />Prior to any subcontractor or lower tier subcontractor beginning work, the Contractor 32 <br />shall submit to the Engineer a certification (WSDOT Form 420-004) that a written 33 <br />agreement between the Contractor and the subcontractor or between the subcontractor 34 <br />and any lower tier subcontractor has been executed. This certification shall also 35 <br />guarantee that these subcontract agreements include all the documents required by the 36 <br />Special Provision Federal Agency Inspection. 37 <br /> 38 <br />A subcontractor or lower tier subcontractor will not be permitted to perform any work 39 <br />under the contract until the following documents have been completed and submitted to 40 <br />the Engineer: 41 <br /> 42 <br />1. Request to Sublet Work (WSDOT Form 421-012), and 43 <br /> 44 <br />2. Contractor and Subcontractor or Lower Tier Subcontractor Certification for Federal-45 <br />aid Projects (WSDOT Form 420-004). 46 <br /> 47
