The project is located within a <br /> combined sewer area which requires no flow control or water quality; however, based on <br /> reports from the City of Everett this system does have capacity issues during high flows. <br /> The project is proposing to provide bioretention, soil amendment and intensive <br /> landscaping to reduce peak runoff from the site in accordance with Minimum requirement <br /> #5. These features will reduce runoff from the site and result in a net peak and volume <br /> reduction of runoff to the combined sewer system. <br /> SECTION 2 — Minimum Requirement#1 <br /> 2.1 Stormwater Site Plan Preparation <br /> To satisfy Minimum Requirement#1, the Stormwater Site Plan Preparation has been <br /> completed in accordance with Volume I, Chapter 3 of the City of Everett Stormwater <br /> Management Manual. The required analysis, information and design have been <br /> provided within this report and the project plan set. <br /> SECTION 3 — Minimum Requirement #2 <br /> 3.1 Construction Stormwater Pollution Prevention <br /> Based on the purposed area of site disturbance (0.42 acres)this project qualifies for the <br /> City of Everett's Small Parcel Erosion and Sediment Control Plan (SPESCP). A copy of <br /> the project's SPESCP has been provided in Appendix C. The Small Parcel BMP's are <br /> included here. <br /> BMP ES.10 Planned Clearing and Grading <br /> Clearing and grading of the site should be planned properly. It is important to clear only <br /> the areas needed, thus keeping exposed areas to a minimum. Clearing should be <br /> phased so that only those areas that are actively being worked are uncovered.
