impacts to the site. See Figure 2 - Proposed Site Layout for a graphic depiction
of the proposed development.
This Report was produced in accordance with the 2010 City of Everett
Stormwater Management Manual. Per Volume I of the Manual, the proposed
development will be required to meet Minimum Requirements #1 through #9,
since more than 5,000 square feet of new impervious surfaces and more than 3/4
acre of lawn/landscaping will be added/converted. A summary of how each of
the minimum requirements is met is as follows.
Minimum Requirement #1: Stormwater Site Plan Preparation: This Report
along with the Construction Plans satisfies this minimum requirement.
Minimum Requirement #2: Construction Stormwater Pollution Prevention:
See Section 2 of this Report for the SWPPP BMP Elements.
Minimum Requirement #3: Source Control of Pollution: Permanent source
control BMPs are not applicable for the subject site since the associated
activities for the new residence do not fall within the types of facilities listed
within Volume IV of the Drainage Manual. BMPs for erosion and sedimentation
control are specified in the Construction Plans and the SWPPP.
Minimum Requirement #4: Preservation of Natural Drainage Systems and
Outfalls: The existing outflows from the site crossing 19th Ave. SE to Silver
Lake will be maintained. See Offsite Analysis in Section 3 of this Report.
Minimum Requirement #5: Onsite Stormwater Management: Based on
geotechnical investigations, there is a confining layer within 5'-8' of the ground
surface. Due to this layer, any water infiltrated via a majority of the BMPs
listed in Chapter 12, Volume III of the Drainage Manual will cause impacts to
the slopes adjacent to the site along SR 527, including possible flooding or
July 2014 1-2 LDC Job No. 13-144
