sc <br /> L <br /> SILVER LAKE CENTER Transportation Planning <br /> • In regional terms, Silver Lake Center is at the confluence of Interstate 5 with SR527. Just to the west <br /> of this intersection is the Old Pacific Highway(Highway 99). Whereas Interstate 5 is the"spinal <br /> column"of coastal North America, it combines with Hwy.99 and SR527 to form the principal <br /> transportation network in the North Sound; <br /> • The secondary transportation framework consists of three tributaries that link Silver Lake Center with <br /> communities to the east and west of Interstate 5. South of the Site is SR 96(128th Street)which is a <br /> primary feeder to Interstate 5 and an arterial that now connects to Highway 9 in the east. Emanating <br /> on the western boundary of the Site is 112th Street which extends westerly to Interstate 5,then on to <br /> Highway 99 and the Paine Field Industrial Park. The current reconstruction of 112th Street will be <br /> completed by the end of 2003,becoming the primary HOV connector to a Park&Ride in the median <br /> of Interstate 5. This arterial is also planned to extend around the south end of Paine Field,connecting <br /> to the upscale coastal communities of Harbor Point and Mukilteo. Along the north boundary of the <br /> Site is 110th Street which is a local connector to the large residential subdivisions east of Silver Lake, <br /> ultimately intersecting with Seattle Hill Road and the Snohomish River Valley; <br /> • Other collector roads that constitute a tertiary transportation network are 35th Avenue,which is <br /> currently closed for extensive widening through the east side of Mill Creek up to 116th Street,then <br /> beyond to 100th Street; <br /> • Whereas 112th Street does not presently connect to Interstate 5,studies have been underway for many <br /> years to implement this important connection. This will be accomplished initially by way of High <br /> Occupancy Vehicle(HOV)ramps under the Rapid Transit Authority(RTA)funding which will also <br /> fund construction of the Park&Ride accommodating some 1200 cars. Studies are also in progress for <br /> all purpose traffic ramps connecting 112th Street to Interstate 5; <br /> • The Average Daily Traffic Volume(ADTV)projected for the completed SR527 is 36,000 cars; <br /> • The ADTV for SR526(SR527 as it turns to the west and crosses I-5)is 80,000 cars. SR526 has a <br /> "freeway"configuration between I-5 and the Boeing Everett Campus; <br /> • The ADTV for 112th Street is 30,000 cars and the ADTV for Interstate 5 is 250,000 cars; <br /> • Whereas the transportation arterials provide the urban framework for Silver Lake Center, it is the <br /> geometry of this framework that provides a very unique and extremely valuable asset to the Site. <br /> This geometry is created by: <br /> 1. the curvilinear nature of SR527 as it navigates the shores of Silver Lake providing long vistas of <br /> visual access across the Lake to the Site for northbound traffic. <br /> 2. the offset of the 110th and 112th Street T-Intersections with SR 527 such that the high volumes of <br /> eastbound traffic on 112th seeking an easterly connection to 110th or a southerly or northerly <br /> connection to SR527,flow directly into the project lands,and <br /> 3. conversely,traffic westbound on 110th seeking connection to SR527 or a westerly connection 112th <br /> must navigate the north and west boundaries of Silver Lake Center; <br /> Silver Lake Center Project Profile Page 4 of 21 <br />
