Four Corners Apartments <br />Response to Review Comments for Public Works Permit <br />City File Nos. SS79-007, PW7911-075 <br />CPH Project No. 0024-18-042 <br />October 23, 2020 <br />Page 2 of 7 <br />3. The construction plans must be designed from a site survey performed by a Washington State licensed <br />professional land surveyor. <br />Response. A survey conducted by Axis Survey and Mapping is the basis of the design for the construction plan <br />set, aka the Public Works Permit plan set, that accompanies this comment response letter. <br />4. Temporary erosion and sedimentation control (TESC) measures for construction activity must be operational <br />prior to commencement of any clearing or earthwork. An approved permit and SWPPP for this work is <br />required prior to set-up of TESC measures on -site. All BMP's must comply with Washington State <br />Department of Ecology and City of Everett Design and Construction Standards and Specifications for <br />Development. <br />Response. A temporary erosion and sediment control plan is included in the enclosed Public Works Permit plan <br />set as required. <br />5. All exposed ground must be reseeded within 30 days of completion of construction. If reseeding is not <br />practical due to weather or seasonal restraints, the ground must be covered with mulch as directed by the <br />City Engineer. <br />Response. Note 5 on the TESC plan states "exposed and/or disturbed soils shall remain uncovered and/or <br />unstabilized for no more than two days from October i through April 30, and for no more than 7 days from May <br />i through September 30th. <br />6. City streets are to be kept clear of dirt and debris at all times during construction. Dust suppression and <br />street cleaning must occur as directed by the Public Works Inspector. <br />Response. Note 2 on the TESC plan has been updated to state "Contractor shall monitor the frontage streets and <br />periodically street clean to remove any sediment tracked off the site. The city streets shall be kept clear of dirt <br />and debris at all times during construction. Dust suppression and street cleaning must occur as directed by the <br />public works inspector." <br />7. Any grading/fill on this site shall be done so as to not impact the surrounding properties. <br />Response: The project site is surrounded by public right-of-way on all sides. Erosion control BMPs will be <br />implemented and maintained throughout construction to keep construction debris and sediment onsite. <br />8. Short Plat requirements will include providing utilities to each lot, creating a paved access to each lot, <br />providing all required drainage mitigation elements including amended soils, installing all required <br />landscaping, and the required frontage improvements per Titles 18 and 19 of the Everett Municipal Code <br />or as determined in the Hearing Examiner's Order. <br />Response: Utilities are currently stubbed to each of the properties, including water and sewer connections. These <br />connections will remain through the Short Plat process. The future Public Works Permit for the Multifamily will <br />extend the mains on -site to serve the multifamily buildings. <br />9. Stormwater shall be managed in accordance with City of Everett Stormwater Management Standards <br />current at the time the public works/building permit application package is submitted to the City for review. <br />This project is in the separated storm/sewer area. Currently, the Stormwater code for this area is the <br />Dept. of Ecology's 2019 Stormwater Management Manual for Western Washington (2019 <br />SWMMWW) with Chapter 4 of the City's Design and Construction Standards and Specifications for <br />Development manual. <br />• A Construction Stormwater General Permit, administered by the Department of Ecology, will be <br />required for this project if it will disturb an acre or more of land.
