SS79-007, PW7911-075 <br />CPH Project No. 0024-18-042 <br />October 23, 2020 <br />Page 3 of 7 <br />The Flow Charts provided in Stormwater Report Appendix A are from the old City of Everett <br />Stormwater Manual. The report must be updated with the flow charts from the 2019 <br />SWMMWW, and the reference in Section 1 of the report shall be updated. As there is no <br />vesting for stormwater, each application will be required to comply with the stormwater <br />manual in effect at the time of permit application. Since the multi -family site permit and <br />building permits have not yet been applied for, the current manual for which they shall comply <br />is the 2019 SWMMWW. <br />Minimum Requirements will need to be evaluated for all required frontage improvements and <br />on -site work associated with the Short Subdivision. As the public works permit for the frontage <br />improvements was applied for in November of 2019, Minimum Requirements for frontage <br />improvements can comply with the 2014 SWMMWW. Any future permits will need to comply <br />with the 2019 SWMMWW or subsequent update, whichever is in effect at the time of <br />application. <br />Response: The Stormwater Site Plan references the 2014 Department of Ecology Stormwater Management <br />Manual for Western Washington as vested. It is understood that the separate, future analysis and report for the <br />adjacent multifamily project will be obligated to the 2019 Manual. However, Appendix A of the Short Plat has <br />been updated to include the excerpts from the 2019 manual. <br />The project has applied for coverage under the Department of Ecology General Stormwater Permit for the <br />project site. <br />10. Stormwater system development fees in accordance with Ordinance 3632-18 (codified as EMC 14.08.135) <br />and subsequent revision are applicable. These fees are based on square footage of proposed new plus <br />replaced hard surface area. Refer to the Utility & System Development Fee Schedule for estimated fees. <br />The actual charges shall be computed by the Public Works reviewer per the ordinance in effect at the time <br />and according to the information on the approved plans at the time of permit issuance. <br />Response. The fee for the stormwater development fee will be paid prior to permit issuance. <br />1 1. Frontage roadway/pedestrian/bicycle improvements shall be provided as required by the EMC and <br />Zoning Code. It is anticipated that all frontages will require upgrades to current design standards unless <br />modified through a Variance and approved by the Hearing Examiner's Orders. <br />Response: The requested variance for the frontage improvements has been granted for Evergreen Way as well <br />for 7911 Place SE and Beverly Lane. <br />12. Any broken or damaged sidewalk/public right-of-way shall be repaired/replaced in accordance with <br />current City of Everett Standards and per the City Public Works Inspector. <br />Response: A note has been added to the plans to state that "in the event that the existing sidewalk, or asphalt <br />located within the right-of-way is damaged during construction, it shall be repaired or replaced in accordance <br />with current City of Everett standards per the City Public Works Inspector." <br />13. All roadways must meet City of Everett Standards. <br />Response. The roadways meet the City of Everett standards as amended by the recently granted variance for <br />the frontage road improvements. <br />14. All sidewalks, ramps, signalized crosswalks, and driveways shall comply with accessibility standards and <br />City of Everett Standards current at the time of construction. <br />Response. All ramps, crosswalks, and driveways comply with the accessibility standards as required. <br />15. All traffic control markings and devices on driveways within 50' of the right-of-way shall be MUTCD <br />compliant. <br />Response: All pavement markings and signs are MUTCD as requested. <br />
