A stop sign must be added to each access point. <br />Response. Stop signs have been added at each access point as requested. <br />17. Site access driveways shall comply with City of Everett standards and be called out with the standard <br />drawing number on the plans. Driveways shall have a standard concrete apron, as a radiused curb access <br />point will not be permitted. Driveway widths in excess of 35' shall require engineering analysis for <br />justification to support a wider driveway and/or non-standard layout. <br />• Traffic Engineering requires that the driveways accessing the Four Corners residential site (Middle <br />Driveway) and the Da Vita site (South Driveway) use standard driveway curb cuts as previously <br />requested by Streets and Traffic Engineering. <br />• The driveway to the McDonald's site may be constructed with a radiused approach as shown in the <br />most recent submittal and as indicated previous email correspondence from Michael Brick. <br />However, that email thread was only a discussion of the McDonalds site access driveway, not <br />driveway access along Evergreen Way for the entire project. The McDonalds development at this <br />location is not expanding and therefore the traffic activity at the North Driveway will not increase <br />as a result of the Four Corners project; traffic volumes will likely decrease at the North Driveway <br />because it currently provides access to the entire site but post -construction it will only provide access <br />to the McDonalds site. McDonalds representatives also contacted Traffic Engineering to express <br />serious concerns about impacts to their business operations if their site access driveway was <br />restricted or eliminated under the Four Corners project. Because the Four Corners project will not <br />increase (and will likely decrease) traffic volumes at the North Driveway and the project will not <br />result in any expansion to the McDonalds site, Traffic Engineering is willing to grant a deviation <br />allowing the proposed radiused approach for the north driveway at this time. If the McDonalds site <br />redevelops at some time in the future in such a manner that traffic to the site will increase, Traffic <br />Engineering reserves the right to revisit the site access under that project review. <br />Response. The driveway access points for the future Multi -family project site, and for the DaVita clinic have <br />been updated to be a Cement Concrete Driveway Ramp Type-1 as requested. The driveway width of both of <br />these driveway access points are 35-feet and are standard width. The McDonalds driveway maintains a radius <br />driveway along Evergreen Way. This concession is being made to expedite approvals, however, it remains the <br />Applicant's preference to install the at -grade intersection type approaches as shown in the recently granted <br />frontage improvement variance. <br />18. Parking layout must be consistent with current City of Everett Standards (Drawing #340, including but not <br />limited to parking aisle widths and parking stall dimensions. <br />Response: The parking aisles provided for this short plat are consistent with the City of Everett Standards #340, <br />as requested. <br />19. In previous responses to this development, Everett Transit (ET) requested a loading zone to accommodate a <br />22' Paratransit bus. Reviewing the current plans, travel lanes and building replacement, ET Paratransit bus <br />should be able provide service as the project is currently designed. ET does request the following: <br />• Provide at least 48-hours notice to ET prior to any work that will impact access to our stop on <br />Evergreen, by the McDonalds. <br />• The plans show an old ET bus stop on 79t^ PI SE. ET no longer serves that stop — it should be <br />removed from the plans. That will help prevent confusion when the complex puts together non -drive <br />alone options for residents. <br />Response. A note has been added to the plans that Everett Transit shall be notified a minimum of 48-hours in <br />advance of any impact to the stops along Evergreen Way. <br />20. A performance guarantee is required on the public improvements for an amount not less than 120% of the <br />cost of construction for those improvements.
