Four Corners Apartments <br />Response to Review Comments for Public Works Permit <br />City File Nos. SS79-007, PW7911-075 <br />CPH Project No. 0024-18-042 <br />October 23, 2020 <br />Page 5 of 7 <br />the existing properties must be completed prior to recording the short plat. Other frontage improvements <br />may be able to be bonded for after plans have been approved and permits issued but must be completed <br />prior to receiving certificate of occupancy for any proposed buildings. <br />Response: A performance guarantee bond for the public improvements for an amount not less than 120% of the <br />cost of construction for these improvements will be provided prior to the recording of the short plat. <br />21. A public access easement is required for the portion of the sidewalk that encroaches onto private property <br />as part of the short plat's frontage improvement requirements. This easement is required to be recorded <br />before or with the recording of the short plat. <br />Response: A public access easement is provided for the sidewalk that encroaches onto private property and is <br />apart of the short plat documents provided for approval. <br />FOR THE FUTURE MULTI -FAMILY DEVELOPMENT SITE: <br />22. A Demolition Permit will be required to be obtained from Permit Services prior to any demolition work. All <br />existing water services associated with buildings to be removed will need to be disconnected at the meter <br />prior to demolition. For all existing side sewers serving existing buildings to be removed, a Utility Permit for <br />Side Sewer Cap -off must first be obtained from Permit Services prior to demolition of the building. Side <br />sewers shall be capped at the property line of the subject property. <br />Response. A demolition plan will be provided with the future multi -family public works permit as requested. <br />23. On -site water main shall be staked within an easement to the City. The easement shall be 10' on one side <br />of the water main and 5' on the other side of the water main. The easement documentation with legal <br />description and exhibit shall be submitted to the City prior to issuance of permits. <br />Response: The future multi -family public works permit will address the on -site water easement with the future <br />development plan set with the multi -family permit. <br />24. A DCVA is required on each domestic services for premise protection on this site because the plumbing <br />height exceeds 30'. The DCVAs and can be located in the sprinkler riser room for each building or outside <br />in an underground vault. <br />Response: The future, separate Public Works Permit for the multifamily portion of the project will address the <br />DCVA's as apart of the improvements. <br />25. A DCDA is required on each fire service, and shall be located in a vault outside of the building if the <br />connection from the main to the building is greater than 70', or located in the sprinkler riser room if within <br />70' of the connection to the main. <br />Response: The future, separate Public Works Permit for the multifamily portion of the project will address the <br />DCDA's as apart of the improvements. <br />26. A DCVA is required on each proposed irrigation service and shall be located in an underground vault. <br />Response: The future, separate Public Works Permit for the multifamily portion of the project will address the <br />DCVA's as apart of the improvements. <br />27. System development fees for connection to the sewer and water systems in accordance with Ordinance <br />3632-18 (codified as EMC 14.08.135) and subsequent revision are applicable. These charges are based <br />on projected water usage and can be substantial. Applicant is encouraged to obtain a copy of the <br />Ordinance and determine estimated charges prior to permit application. The actual charges shall be <br />computed by the Public Works reviewer per the ordinance in effect at the time of permit issuance for water <br />meter(s) and according to the information on the approved plans at the time of permit issuance. Stormwater <br />system development fees will be assessed for the improvements made for the multi -family development <br />project as well. <br />
