2. The as -built conditions shown in the drawings are not consistent with the permits records for this <br />building. The building has been heavily modified without permits. All changed conditions should be clearly <br />indicated. Reference the City of Everett and Snohomish County records. Unpermitted modifications <br />include but are not limited to: <br />The owner purchased the property without prior knowledge of permits or the status, in part because the <br />City removed the violations on the title record. See attached document (attachment #2). <br />The as-builts shown are not consistent with permit records in part because those permits, while applied <br />for and the permits were approved, the work was not completed, inspected, and did not gain final <br />approval by the City. However, one of the drawings submitted in 2015 did show the bathroom in the <br />current location. This is consistent with the 1999 permit C9911-015 (attachment #3). That document also <br />indicates work was completed on the footings and foundation, consistent with expansion of the back deck <br />and roof. <br />There is no evidence that the structure has been modified on the main and upper floors since 2000. The <br />only indication of a structural repair was for the basement posts, beam and footings as referenced in <br />permit C1703-005. <br />An inspection of the house allows for access in attic spaces and under the main floor for confirmation. <br />a. The first floor layout has been revised to add a second bedroom (i.e. SW corner of the <br />building). The windows do not appear to comply with emergency egress window requirements. <br />The first floor in the revised proposed plan shows 1 bedroom. In that bedroom an egress window is <br />proposed to be installed upon permit approval. <br />b. The location of the stairway has changed. <br />The location of the stairway has not changed. An inspection of the house will clearly show that it is <br />the original stairway. The previously approved permit plans to move the stairway were not <br />implemented. There are no records on file that indicate an inspection was conducted by the City to <br />show the stairways was moved. <br />c. The attic should not have stairway access via an exterior door on the west side. The stairway is not <br />code compliant. <br />The reference to the space as an "attic" is not consistent with County records, see 2(d). and <br />attachment #4, or the permit issued in 1999, C9911-015 <br />Upon permit approval the door and partition wall will be removed as shown in the proposed plans. <br />The stairway is not to current code. IBC 3403.3 and Section 1009 provides relief from code when <br />significant structural alterations need to be made to the house from the original condition to bring <br />the stairway to code and when there are space limitations regarding height and width as are <br />present in house. <br />2 <br />
