City of Everett 01 11 00 - 1
Port Gardner Storage Facility – Facility Construction Package WO# UP-3525

01 11 00 - 1 SUMMARY OF WORK
Category 2: Sensitive information
Category 2: For official use only / disclosure permissible by law.
SECTION 01 11 00 - SUMMARY OF WORK
1.1 SCOPE OF WORK
A. The Work specified for this contract consists of redevelopment of the former
Kimberly Clark Wastewater Treatment Plant into the Port Gardner Storage
Facility (PGSF). The PGSF will improve Puget Sound water quality by
reducing combined sewer overflows (CSO) and providing regional stormwater
treatment for the City of Everett. The work as part of this contract generally
includes, but shall not be limited to the following:
1. Area 06 Storage Building
a. Improvements to the Area 06 Storage Building include replacement of
select architectural features including fascia and doors and the addition
of new gutters and downspouts.

2. Area 10 Site
a. The site work includes installation of various diameter combined
sewer, stormwater manholes and conveyance lines, plant water lines
(including meters and vaults, backflow prevention device and hot box,
fire suppression main and hydrants, water distribution lines for the
OMES building (Area 70) and numerous yard hydrants, geotechnical
improvements, and buried electrical including duct banks. In some
instances, new pipeline installations include integration with existing
structures or buried pipelines.
1) Installation of subgrade pipelines and excavations include
implementation of trench safety systems and dewatering.
a) The project site is known to have areas of contaminated soils.
Testing will be required for excavated materials. If contaminants
are found, excavated materials will require hazardous waste
disposal. See Floyd Snider Utility Property Cleanup Action Plan
Memorandum provided in Volume 7 Attachment E and 02 61 00
Removal and Disposal of Contaminated Soils for additional
information.
b) The project site is known to have areas of high ground water
therefore Area 10 site work will require dewatering during
trenching and excavations. See Section 3.0 of the Geotechnical
Engineering Report found in Volume 7 Attachment B for a
description of ground water conditions. Dewatering activities
require sampling and laboratory analysis as needed to maintain
discharge permit compliance.
c) Installation of piles to support vaults and pipelines. Complex
shoring systems, sheet piles, and dewatering to allow
installation of the pipelines.
