City of Everett 00 22 13 - 1 <br />Port Gardner Storage Facility – Facility Construction Package WO# UP-3525 <br /> <br /> <br />00 22 13 - 1 SUPPLEMENTAL INSTRUCTIONS TO BIDDERS <br />Category 2: Sensive informaon <br />Category 2: For official use only / disclosure permissible by law. <br />SECTION 00 22 13 - SUPPLEMENTAL INSTRUCTIONS TO BIDDERS <br />PART 1 - GENERAL <br />1.1 GENERAL <br />A. It is the intent of City to award a contract to the lowest responsive and responsible <br />Bidder. Before award, the Bidder must also meet the supplemental bidder responsibility <br />criteria listed below. Further, the apparent low Bidder and second apparent low bidder <br />must submit the Bidder Qualification Statement (Section 00 45 13), and any other <br />documentation listed below to the City within one business day after the bid opening, <br />unless the City’s project manager, in writing, allows additional time. The City reserves <br />the right to require such documentation from other bidders also. <br />1.2 SUPPLEMENTAL RESPONSIBILITY CRITERIA <br />A. Experience <br />1. Definitions <br /> (a) “Similar Project” means a project that satisfies all three of the following <br />requirements: <br />(1) The project must have a total contract value of at least <br />$25,000,000. <br />(2) The project must include the construction, installation and <br />commissioning of potable water or wastewater infrastructure that <br />includes at least one of the following: <br />(i) potable water or wastewater treatment plant process system <br />component(s) capable of processing at least one million <br />gallons per day (MGD) of potable water or one MGD of <br />wastewater, or <br />(ii) a potable water or wastewater pump station with daily flow rate <br />of at least one MGD. <br />(3) The project must include the installation and commissioning of <br />electrical, instrumentation, and controls infrastructure. If the <br />project’s installed and commissioned infrastructure does not <br />include all three (electrical, instrumentation, and controls), it does <br />not meet this requirement. <br />(b) “Similar Excavation Project” means a project that satisfies all <br />requirements for “Similar Project” and satisfies all three of the following <br />additional requirements: <br />(1) The project must include at least one excavation at a depth of at <br />least 15 feet. <br />(2) The project must include ground water pumping and disposal.
