City of Everett 00 22 13 - 2 <br />Port Gardner Storage Facility – Facility Construction Package WO# UP-3525 <br /> <br /> <br />00 22 13 - 2 SUPPLEMENTAL INSTRUCTIONS TO BIDDERS <br />Category 2: Sensive informaon <br />Category 2: For official use only / disclosure permissible by law. <br />(3) The project must include installation of structural ground <br />improvement infrastructure specifically designed to enhance the <br />engineering properties of subsurface soils such as, for example, <br />pile supports, aggregate piers, or soil grouting. Preloading and <br />compaction are examples of ground improvements that are not <br />structural and do not meet this requirement. <br />(c) “Wastewater” means liquid- and water-carried industrial wastes and <br />sewage from residential dwellings, commercial buildings, industrial and <br />manufacturing facilities, and institutions, whether treated or untreated, <br />which are contributed to publicly owned treatment works. <br />(d) “Potable water” means water that meets or exceeds federal and state <br />drinking water standards and has been approved by the Washington <br />Department of Health or comparable authority as suitable for <br />consumption and food processing. <br />2. Criteria <br />(a) Bidder Experience. The Bidder must satisfy both (a)(1) and (a)(2): <br />(1) Within the twelve years prior to bid opening, the Bidder must have <br />successfully completed (or be successfully completing under current <br />contract) at least two Similar Projects; and <br />(2) Within the twelve years prior to bid opening, the Bidder must have <br />successfully completed (or be successfully completing under current <br />contract) at least one Similar Excavation Project. This project must <br />be a different project than the projects used for (a)(1). <br />See Section 3 below regarding Bidder’s use of the experience of other <br />legal entities to satisfy this subsection. <br />(b) Bidder’s Project Manager Experience. The Bidder's project manager for <br />the PGSF Project must satisfy both (b)(1) and (b)(2): <br />(1) Within the twelve years prior to Bid opening, the Bidder’s project <br />manager must have successfully served (or be currently <br />successfully serving) as project manager on at least one Similar <br />Project; and <br />(2) Within the twelve years prior to Bid opening, the Bidder’s project <br />manager must have successfully served (or be currently <br />successfully serving) as project manager on at least one Similar <br />Excavation Project. This project must be a different project than <br />the project used for (b)(1). <br />(c) Bidder's Superintendent Experience. The Bidder's superintendent for the <br />PGSF Project must satisfy both (c)(1) and (c)(2): <br />(1) Within the twelve years prior to Bid opening, the Bidder’s <br />superintendent must have successfully served (or be currently <br />successfully serving) as superintendent on at least one Similar <br />Project; and
