Port Gardner Storage Facility Volume 7 Attachment O <br /> Page 4 <br />CITY OF EVERETT ⋅ 3200 Cedar Street ⋅ Everett, WA 98201 ⋅ (425) 257-8800 ⋅ Fax (425) 257-8882 <br /> <br />The City will not issue pre-bid trade assignments as part of the bidding process. <br />Contractors are expected to evaluate the scope of work and assign <br />classifications in accordance with their proposed means and methods of <br />performing the work, subject to state prevailing wage laws and PLA obligations. <br />Q14 – The last sentences on page 2 of the WA State Dept of Ecology Stormwater <br />Facility Specifications Insert in Vol 1 of the specs indicates “All prospective bidders must <br />provide a list of the MBE/WBE subcontractors they intend to use during the project. <br />This list must be provided with the bid package.” Is there a specific form we need to use <br />to provide this information? If so, please provide the form as it is not currently included <br />in the project specifications. Or are we to simply provide the information on our <br />company letterhead? If we are to submit the information on our company letterhead, <br />exactly what information should we include (e.g., subcontractor company name, scope <br />of work, MBE/WBE certification #, etc.)? <br />The list of MBE/WBE subcontractors shall be listed in the table provided in Part V <br />of 00 45 30 RCW 35.22.650 Certification. <br />Q15 - I am a manufacturer’s representative and noticed that Port Gardener Storage <br />Facility is bidding. I represent 2 companies that I would like to get named via an <br />addendum. What is the procedure to do this? <br />See Section 01 25 00 1.6.B.3 for non-proprietary product selection procedures. <br />The named candidate manufacturers within the specifications, including those <br />with no equal, served as the basis of design for this project. Any other submitted <br />manufacturers to be considered as “or equals” when allowed under the <br />specifications, and those for which a substitution request is made, will need to <br />follow the substitution procedures provided in Section 00 72 00 General <br />Conditions and Section 01 25 00 Substitution Procedures. Or equal <br />determinations and substitutions requests will be considered after contract <br />award and will not be considered during the bid period per Section 01 25 00, <br />Paragraphs 1.6.B and Paragraph 1.7.C. <br />Q16 - Section 46 21 13 outlines a screen differential requirement of 9.6’. Based on the <br />site plan sheet D-20-3004, there is a downstream weir with an approximate height of <br />6.97’. During peak flow, the downstream water level can be expected to crest over the <br />weir at 105”. Please change the maximum differential requirement to 6.5ft as anything <br />greater will require large supports behind the bar grid that will block flow and collect <br />screenings. <br />The default design approach is to use the differential between the channel floor <br />and the bypass weir elevation, which is the differential indicated in the <br />specification. However, after reviewing the actual maximum differential <br />conditions, the Engineer has determined that the true maximum differential is <br />between the bypass weir elevation and the screen channel weir elevation. Based <br />on this a maximum differential of 6.5 feet is acceptable for structural integrity <br />design of the screen. <br />
