The design estimate is $263,000. <br />Additional appropriations in the amount of $79,349 from the Criminal Justice Fund 156, Boating Safety Program 046, is requested to fund design services. Other <br />funding sources that are already included in the capital outlay budget are : <br />-$155,710 from Criminal Justice Fund 156, Criminal Justice Program 000 <br />-$27,941 from Criminal Justice Fund 156, Boating Safety Program 046 <br />This amendment proposes to increase General Gov't Special Projects' revenue and expenditure budget to reflect an estimated of $100,000 reimbursement from an <br />agreement between the City of Everett and Sound Transit for the Everett Link Extension and Operations and Maintenance Facility North project. Under this agreement, <br />Sound Transit reimburses the City for costs related to project management, design review and support, public outreach assistance, preliminary permitting coordination, <br />and station planning efforts. <br />The City was awarded a $500,000 grant from the Washington State Health Care Authority (HCA) for the Street Medicine Team Pilot Program. This program is a <br />component of the Emergency Mobile Opioid Team in Everett (EMOTE) program. In 2025, the grant agreement was amended to increase award amount to $1,216,000 <br />and also extend the period of performance to 6/30/2027. The grant funds will support a portion of labor cost for the Program Manager and establish a subrecipient <br />relationship with a community partner for the delivery of services to reduce health disparities and to improve health outcomes among the unhoused population. This <br />amendment proposes to increase the 2025 budget authority of the fund to reflect the change. The amended grant agreement was approved by Council on August 13, <br />2025. <br />
