All horizontal vent pipes shall have a grade of not less than one- fourth of one (1) inch to the running foot. All vent pipes and fittings shall be galvanized iron, brass or lead, or cast iron pipe, and there shall be at least ten (10) inches of lead pipe used above the floor. In all vent pipe connections sanitary fittings, when used for vent connections shall be either reversed or inverted and no vent pipe shall be used as a waste or soil pipe, and no waste or soil pipe shall be used as a vent pipe. The highest water closet when located within thirty (30) inches of the main soil pipe need not be separately ventilated, distance always to be measured from main soil pipe to floor line, both vertical and horizontal. All other fixtures when connected with the sewer or cesspool :.shall be provided with back-air or vent pipes.
