<br />4 <br /> <br />Category 2: Sensitive information <br />Category 2: For official use only / disclosure permissible by law. <br />Phase I <br /> 1-A Review, Research and Development of Standard Operating Guidelines. The <br />Consultant will review all the existing examples of policies, procedures, protocol, <br />Directives, Memoranda of Understanding, and any other documents of practices <br />relevant to the City Watershed operations, specifically those affecting Watershed <br />Patrol Officers and other field operations staff. The Consultant will provide <br />suggested modifications to identify the above to identify them as pertaining to <br />the City of Everett Watershed Patrol Officers, and further modify as necessary the <br />review items above in order to mitigate, eliminate or transfer risk. A list of <br />suggested additional policies, procedures, etc., will be provided, and suggested <br />“best practice” elements identified, offered and encouraged. All of the above will <br />be carried out in consideration of the guiding principles of the Everett City <br />Watershed Department, a division of the Public Works Department, as well as the <br />City of Everett Municipal Code related to various areas of conduct, authority and <br />jurisdiction; the Revised Code of Washington; and Federal law as it may apply. <br />Finally, after review is conducted and drafts have been reviewed, completed and <br />submitted back to the Consultant, a finalized Standard Operating Guidelines <br />document will be assembled and provided. It is anticipated that there will be <br />approximately forty-five (45) Standard Operating Guidelines to create initially. <br />Other SOGs above 45 may be added at the same unit cost if desired. <br /> <br />Method: The draft SOGs are predicted to fall into three general categories: <br /> <br />1. Pre-existing drafts for other entities that have been reviewed before, which <br />will only require minor changes and adaptation to Watershed Patrol; <br />2. SOGs which exist but have not been received prior consultant review; and <br />3. Subject matter or practices requiring creation of a SOG, but none currently <br />exist. <br /> <br />a. The suggested work flow for this activity is: Identification (of desired guideline) – <br />Research/Update—Revision of existing SOP (if available)—Create First Draft— <br />Submit First Draft to Anna for Review—Anna returns marked-up First Draft – <br />Consultant incorporates revision into final Standard Operating Guideline. <br /> <br />1-B Development of a “Checklist” of Watershed Patrol Officer Operational “Best <br />Practices”(OPTIONAL). The Consultant will conduct a comprehensive review of <br />agencies having similar missions, operational settings and site challenges, and <br />from this review, will identify industry “Best Practices” which would likely be <br />adaptable to the situations found in the City of Everett Watershed areas. <br /> <br /> 1-C Conduct a Watershed Patrol Officer Needs Assessment (OPTIONAL). In this <br />deliverable, the Consultant will review the current operations, equipment, attire, <br />personal protective equipment, technology, tools and vehicles that are pertinent <br />to the City of Everett Watershed personnel.
