<br />PGSF WMVD Storm and Combined Sewer - Construction Package 2 Removal and Disposal of Contaminated Soils <br />Project No. 180162 02 61 00 - 1 <br /> <br />SECTION 02 61 00 <br />REMOVAL AND DISPOSAL OF CONTAMINATED SOILS <br />PART 1 GENERAL <br />1.01 DESCRIPTION <br />A. This Section specifies screening, excavation, handling, stockpiling, temporarily storing, <br />and disposing of contaminated soils that may be encountered during the Work that are <br />known or that may be encountered during the Work. <br />B. Contaminated materials in soils and groundwater may be encountered during the Work. <br />Previous studies indicate the presence of petroleum hydrocarbons, polycyclic aromatic <br />hydrocarbons, and metals. Available documents regarding this contamination are <br />provided in the HWA’s Geotechnical Report, and Draft Hazardous Materials Analysis <br />Report (August 18, 2025), Port Gardner Storage Facility – West Marine View Drive Storm <br />and Combined Sewer Design, Everett, Washington. <br />C. A portion of the work is located on the Port of Everett property west of the existing BNSF <br />Railroad (BNSF) right-of-way (ROW) between 23rd Street and 24th Street. The area of <br />work that is on the Port of Everett property is within the boundaries of a Model Toxics <br />Control Act (MTCA) site known as the Kimberly-Clark Worldwide Site (Norton Terminal <br />Site)(Cleanup Site ID 2569). Due to the known contamination on the Port Site, a Soil and <br />Groundwater Management Plan (SGMP) has been developed for the Project by Brown <br />and Caldwell (Volume 4 Attachment M) . The Plan developed for this project has been <br />prepared for consistency with the existing Soil Groundwater Management Plan (SGMP), <br />(Landau Associates, 2021) developed for the Port of Everett and as requested by the <br />Washington State Department of Ecology (Ecology). The Port’s SGMP (2021) is included <br />as a reference within the project specific SGMP (Brown and Caldwell, 2025) <br />D. These conditions will require the screening, excavation, handling, stockpiling, temporary <br />storing, and disposal of contaminated materials. <br />E. The Contractor's personnel involved in excavation of soils shall utilize appropriate <br />personal protective equipment (PPE), air monitoring instruments, and decontamination <br />procedures to prevent exposure to contaminants and to minimize offsite transportation <br />of contaminants. Specifications for contractor Health and Safety are contained in <br />Section 01 35 29 <br />F. Contractor shall excavate, stockpile, and treat or dispose all contaminated soil in <br />accordance with the Plans and Specifications and all applicable regulations. The work <br />covered by this section consists of furnishing all labor, equipment, and materials <br />necessary for the proper identification, removal, treatment, and disposal of contaminated <br />soils if encountered. <br />1.02 REFERENCES <br />A.
