<br />PGSF WMVD Storm and Combined Sewer - Construction Package 2 Erosion and Sedimentation Control <br />Project No. 180162 31 25 00 - 1 <br /> <br />SECTION 31 25 00 <br />EROSION AND SEDIMENTATION CONTROL <br />PART 1 GENERAL <br />1.01 SCOPE <br />A. This section covers work to implement structural and nonstructural best management <br />practices (BMPs) to control erosion by wind or water and keep eroded sediments and <br />other construction-generated pollutants from moving off project sites. Requirements <br />described in this section and shown on drawings are part of the project Temporary <br />Erosion and Sedimentation Control Plan (TESC Plan) and are the minimum for all project <br />construction sites and conditions. This specification covers all project activities, including <br />material sources, disposal sites, and offsite mitigation areas unless specific project <br />activities are excluded elsewhere in this specification or in other contract documents <br />controlling the work. <br />1. Provide the latest BMPs and meet the applicable requirements of the City of Everett <br />(COE) Design and Construction Standards and Specifications (DCSS) and Stormwater <br />Management Manual (SWMM), Department of Ecology’s (DOE) Stormwater <br />Management Manual for Western Washington (SMMWW), and WSDOT Standard <br />Specifications and Plans. In the case of conflict between the requirements of this <br />specification and the governing rules and regulations, the more stringent <br />requirement shall govern as determined by the Owner’s Representative. <br />2. The work shall also include, but not limited to, measures within the disturbance limits <br />and areas impacted by construction activities such as staging, stockpiling, hauling, or <br />alteration of drainage patterns as required to complete the Work. <br />B. National Pollutant Discharge Elimination System (NPDES): Comply with federal, state and <br />local laws, rules, and regulations, and the NPDES Construction Stormwater Discharge <br />Permit. NPDES General Construction permits are required on projects that involve <br />disturbance of 1 acre or more with potential to discharge stormwater to surface waters. <br />1.02 SYSTEM DESCRIPTION <br />A. Erosion and Sediment Control: Provide, maintain, and operate temporary facilities to <br />control erosion and sediment releases during construction period. <br />B. Certified Erosion and Sediment Control Lead (CESCL): <br />1. Identify the CESCL at the preconstruction discussion. The CESCL shall have <br />certification in construction site erosion and sediment control as required by DOE <br />SWMM BMP 160. <br />2. The CESCL shall be responsible for implementing, monitoring, and revising the TESC <br />plan, including the following: <br />a. Installing and maintaining all temporary erosion and sediment control BMPs <br />included in the TESC Plan to assure continued performance of their intended <br />function. Damaged or inadequate TESC BMPs shall be corrected immediately. <br />b. Perform periodic inspections at the required frequency. <br />c. Updating TESC Plan to reflect current field conditions, and maintaining a TESC <br />Site Log Book.
