CESCL shall also inspect all areas disturbed by construction activities, all onsite <br />erosion and sediment control BMPs, all stormwater discharge points, all temporarily <br />stabilized inactive sites per schedule in the SWPPP. Complete erosion and sediment <br />control inspection form as detailed in the SWPPP for each inspection. <br />C. Temporary Erosion and Sediment Control Plan (TESC Plan) and Stormwater Pollution <br />Prevention Plan (SWPPP) <br />1. Required minimum elements included in the TESC Plan and SWPPP are provided by <br />the DOE SMMWW and NPDES permit. <br />2. A Draft TESC Plan is furnished as part of the drawings, which helps fulfill part of the <br />plan requirement of the NPDES Permit. This initial TESC Plan may be used as the <br />basis of the construction TESC Plan. Additional or revised erosion and sediment <br />control features, not shown on the initial TESC Plan, may be required depending on <br />methods of operation and schedule. <br />a. The Contractor shall prepare a TESC Plan incorporating the features shown on <br />the TESC Drawings and provide additional measures as required to protect the <br />adjacent facilities and property, comply with the applicable regulations, and as <br />required by the Owner’s Representative. <br />b. Indicate and provide an explanation for deviations from the TESC Drawings. <br />3. During the construction period, the BMPs shall be upgraded and modified as needed <br />to meet discharge requirements for changing construction activities, storm events, <br />and changing site conditions. <br />a. Indicate the minimum requirements at the start of work. <br />b. Schedule BMP implementation correlated to Wet and Dry Season activities. This <br />may include activities such as temporary seeding and permanent seeding <br />activities that change with the seasons. <br />4. Update the TESC Plan and Drawings thirty days prior to the start of the Wet Season <br />each year of construction until Substantial Completion is granted. <br />5. Keep a copy of the approved, active TESC Plan with updated changes on-site during <br />all construction activities. Continually update the TESC Plan and implementation <br />schedules as needed for unexpected storm or other events to ensure that sediment- <br />laden water does not leave the construction site. Changes to the TESC Plan shall be <br />incorporated no later than 24 hours after implementation. <br />6. The TESC Plan shall include, at a minimum, the following information about the <br />erosion control measures to be provided: <br />a. All requirements in the Drawings and Specifications. <br />b. Name, title, and qualifications/certification of the designated CESCL. <br />c. Locations and construction details of all proposed ESC BMPs. <br />d. Approximate slopes, contours, and direction of stormwater flow before and after <br />major grading activities <br />e. Location of cut and fill slopes <br />f. Location of off-site material, stockpiles, waste storage, borrow areas, and <br />vehicle/equipment storage areas <br />g. Locations, types, and quantities of all plantings, slope coverings, and ditch liners <br />h. Measures to prevent the addition of process water or domestic wastewater into <br />the stormwater
