Fifteen percent or more of <br />21 project Labor Hours shall be performed by Apprentices unless Good Faith Efforts are <br />22 accepted. Apprentice Utilization will be determined using the Department of Labor and <br />23 Industries (L&I) online Prevailing Wage Intent & Affidavit (PWIA) system. <br />24 <br />25 Definitions <br />26 For the purposes of this specification the following definitions apply: <br />27 <br />28 1. Apprentice is a person enrolled in a State-approved Apprenticeship Training <br />29 Program. <br />30 <br />31 2. Apprentice Utilization is the apprentice labor hours, on the project, expressed as <br />32 a percentage of project Labor Hours based on certified payrolls or the affidavits of <br />33 wages paid, whichever is least. The percentage is not rounded up. <br />34 <br />35 3. Apprentice Utilization Requirement is the minimum percentage of apprentice <br />36 labor hours required by the Contract. <br />37 <br />38 4. Good Faith Effort(s) (GFE) describes the Contractors efforts to meet the <br />39 Apprentice Utilization Requirement including but not limited to the specific steps <br />40 as described elsewhere in this specification. <br />41 <br />42 5. Labor Hours are the total hours performed by all workers receiving an hourly <br />43 wage who are subject to prevailing wage requirements for work performed on the <br />44 Contract as defined by RCW 39.04.310. Labor Hours are determined based on <br />45 the scope of work performed by the individuals, rather than the title of their <br />46 occupations in accordance with WAC 296-127. <br />47 <br />48 6. State-approved Apprenticeship Training Program is an apprenticeship training <br />49 program approved by the Washington State Apprenticeship Council. <br />50 <br />51 7. Apprentice Wage Rates are the applicable wage rates that are to be paid for an <br />52 apprentice registered in a training program, separate from Journey Level rates,
