2026 Pavement Maintenance Overlay Special Provisions <br />PW# 3860 SP - 43 March 10, 2026 <br /> <br />Engineer at the preconstruction conference. The Engineer has the right to disallow the 1 <br />early start if the Contractor performs other work than traffic control setup. All mitigation 2 <br />measures stated in the contract and appendix shall be adhered to. 3 <br /> 4 <br />Wetmore Ave – Pacific Ave to Hewitt Ave & Hewitt Ave to Everett Ave 5 <br />No lane closures for any type of work, except for castings, will be permitted between 6 <br />5:00am and 6:00pm. Casting adjustments shall not be permitted between 9:00pm and 7 <br />8:00am. 8 <br /> 9 <br />Work shall not be permitted while Sorticulture event/event set-up occurs starting 10 <br />evening of 6/4/26 through 6/7/26, Everett Pride setup 6/19/26, or Everett 3 on 3 7/24/26 11 <br />– 7/26/26. Work shall not be left milled-only over July 4th parade event or Everett 3 on 12 <br />3. 13 <br /> 14 <br />A noise variance for night work has been obtained on behalf of the Contractor. All 15 <br />mitigation measures stated in the Contract and Appendix shall be adhered to. 16 <br /> 17 <br />Railway Ave – Harrison Ave to 26th Pl 18 <br />No lane closures for any type of work, except for castings, will be permitted between 19 <br />5:00am and 6:00pm. Casting adjustments shall not be permitted between 9:00pm and 20 <br />8:00am. 21 <br /> 22 <br />Work shall not be permitted on RR R/W or within 25 feet of the railroad tracks without 23 <br />30-days advance notice to the Engineer. 24 <br /> 25 <br />A noise variance for night work has been obtained on behalf of the Contractor. All 26 <br />mitigation measures stated in the Contract and Appendix shall be adhered to. 27 <br /> 28 <br />Evergreen Way – Highway Pl to 52nd St 29 <br />No lane closures for any type of work, except for castings, will be permitted between 30 <br />5:00am and 7:00pm. One lane shall remain open northbound. Casting adjustments 31 <br />shall not be permitted between 10:00pm to 8:00am and 2:00pm to 7:00pm. 32 <br /> 33 <br />A noise variance for night work has been obtained on behalf of the Contractor. All 34 <br />mitigation measures stated in the Contract and Appendix shall be adhered to. 35 <br /> 36 <br />The Contractor is responsible for providing advance notice of night paving operations to transit 37 <br />and emergency response agencies at least 72 hours before beginning this work. Prior to 38 <br />release of this information, the City must be notified. 39 <br />*** 40 <br />If the Engineer determines the permitted closure hours adversely affect traffic, the 41 <br />Engineer may adjust the hours accordingly. The Engineer will notify the Contractor 42 <br />in writing of any change in the closure hours. Exceptions to these restrictions are 43 <br />listed below and when applicable take precedence over closures listed above. The 44 <br />Engineer may also consider on a case-by-case basis additional exceptions following 45 <br />a written request by the Contractor. 46 <br /> 47 <br />Lane, ramp, shoulder, and roadway closures are not allowed on any of the following: 48 <br /> 49 <br />1.
