2026 Pavement Maintenance Overlay Special Provisions <br />PW# 3860 SP - 44 March 10, 2026 <br /> <br />2. A holiday weekend; holidays that occur on Friday, Saturday, Sunday or 1 <br />Monday are considered a holiday weekend. A holiday weekend includes 2 <br />Saturday, Sunday, and the holiday. 3 <br /> 4 <br />3. After *** 2:30 P.M. *** on the day prior to a holiday or holiday weekend, and 5 <br /> 6 <br />4. Before *** 7:00 A.M. *** on the day after the holiday or holiday weekend. 7 <br /> 8 <br />5. The two-hour period prior to and the two-hour period after the following 9 <br />special events: 10 <br /> 11 <br />*** Sunday Farmers Market, Sorticulture event/event set-up, Everett 12 <br />Pride, and Everett 3 on 3. 13 <br />*** 14 <br /> 15 <br />It shall be the Contractor’s responsibility to obtain the dates and times of all 16 <br />events. 17 <br /> 18 <br />Traffic Delays 19 <br />When Automated Flagger Assistance Devices (AFADs) or flaggers are used to 20 <br />control traffic, traffic shall not be stopped for more than *** 20 *** minutes at any time. 21 <br />All traffic congestion shall be allowed to clear before traffic is delayed again. 22 <br /> 23 <br />If the delay becomes greater than *** 20 *** minutes, the Contractor shall immediately 24 <br />begin to take action to cease the operations that are causing the delays. If the *** 20 25 <br />*** minute delay limit has been exceeded, as determined by the Engineer, the 26 <br />Contractor shall provide to the Engineer, a written proposal to revise his work 27 <br />operations to meet the *** 20 *** minute limit. This proposal shall be accepted by the 28 <br />Engineer prior to resuming any work requiring traffic control. 29 <br /> 30 <br />There shall be no delay to medical, fire, or other emergency vehicles. The Contractor 31 <br />shall alert all flaggers and personnel of this requirement. 32 <br /> 33 <br /> 34 <br />General Restrictions 35 <br />Construction vehicles using a closed traffic lane shall travel only in the normal 36 <br />direction of traffic flow unless expressly allowed in an accepted traffic control plan. 37 <br />Construction vehicles shall be equipped with flashing or rotating amber lights. 38 <br /> 39 <br />No two consecutive on-ramps, off-ramps, or intersections shall be closed at the same 40 <br />time and only one ramp at an interchange shall be closed, unless specifically shown 41 <br />in the Plans. 42 <br /> 43 <br />Roads or ramps that are designated as part of a detour shall not be closed or 44 <br />restricted during the implementation of that detour, unless specifically shown in the 45 <br />Plans. 46 <br /> 47 <br />Controlled Access 48 <br />No special access or egress shall be allowed by the Contractor other than normal 49 <br />legal movements or as shown in the Plans. 50 <br /> 51
