2026 Pavement Maintenance Overlay Special Provisions <br />PW# 3860 SP - 46 March 5, 2026 <br />1 Law Enforcement Agency as used in this specification is a General Authority <br />2 Washington Law Enforcement Agency as defined by RCW 10.93.020(3). <br />3 <br />4 The Contractor shall arrange for off-duty UPOs to be present for the following activities: <br />5 <br />6 1. At the commissioning of a new traffic signal, or the recommissioning of an <br />7 existing traffic signal which has been upgraded. <br />8 2. Countermanding a traffic signal indication at a signalized intersection. <br />9 3. Directing vehicle and pedestrian traffic when a traffic signal indication is turned off <br />10 or is inoperative. *** To include any time a signalized intersection is dark, flashing <br />11 red, or inoperative, such as during grinding or paving operations where the traffic <br />12 signal must be put into flashing operation. Signalized intersections shall not be <br />13 police controlled between the hours of 6:00am and 8:30am nor 12:00pm to <br />14 7:30pm, unless approved by the Engineer. At the time of returning signals to <br />15 normal operation, a City of Everett traffic signal technician shall be present and <br />16 on standby since most signals will not return to normal operation with a turn of <br />17 the police panel switch and require a conflict monitor reset.
