2026 Pavement Maintenance Overlay Special Provisions
PW# 3860 SP - 51 March 5, 2026
1 •The Mix Design Report for the proposed HMA mix design developed by a qualified
2 City or County laboratory that is within one year of the approval date. * (see
3 below)
4
5 The mix design shall be performed by a lab accredited by a national authority such as
6 Laboratory Accreditation Bureau, L-A-B for Construction Materials Testing, The
7 Construction Materials Engineering Council (CMECs) ISO 17025 or AASHTO
8 Accreditation Program (AAP) and shall supply evidence of participation in the AASHTO:
9 resource proficiency sample program.
10
11 Mix designs for HMA accepted by Nonstatistical evaluation shall:
12
13 •Be designed for
14 ***
15 E Mukilteo Blvd 6.0
16 Evergreen Way 8.5
17 *** million equivalent single axle loads (ESALs).
18 •Have the aggregate structure and asphalt binder content determined in
19 accordance with WSDOT Standard Operating Procedure 732 and meet the
20 requirements of Sections 9-03.8(2), except that Hamburg testing for ruts and
21 stripping are at the discretion of the Engineer, and 9-03.8(6).
22 •Have anti-strip requirements, if required, for the proposed mix design
23 determined in accordance with AASHTO T 283 or T 324 or based on historic
24 anti-strip and aggregate source compatibility from previous WSDOT lab
25 testing.
26
27 * At the discretion of the Engineer, agencies may accept verified mix designs older
28 than 12 months from the original verification date with a certification from the Contractor
29 that the materials and sources are the same as those shown on the original mix design.
30
31 Commercial Evaluation Mix Design. Approval of a mix design for Commercial
32 Evaluation will be based on a review of the Contractors submittal of WSDOT Form 350-
33 042 (for commercial mixes, AASHTO T 324 evaluation is not required) or a Mix Design
34 from the current WSDOT QPL or from one of the processes allowed by this section.
35 Testing of the HMA by the Contracting Agency for mix design approval is not required.
36
37 For the Bid Item Commercial HMA, the Contractor shall select a class of HMA and design
38 level of ESALs appropriate for the required use.
39
40 5-04.2(2)B Using Warm Mix Asphalt Processes
41 The Contractor may elect to use additives that reduce the optimum mixing temperature or
42 serve as a compaction aid for producing HMA. Additives include organic additives,
43 chemical additives and foaming processes. The use of Additives is subject to the
44 following:
45
46 •Do not use additives that reduce the mixing temperature more than allowed in
47 Section 5-04.3(6) in the production of mixtures.
48 •Before using additives, obtain the Engineers approval using WSDOT Form 350-
49 076 to describe the proposed additive and process.
