Priority Area #5
Primary Core Capability
Secondary Core Capability
Build or Sustain
WORK PLANNED
4.5 Operational Planning and Procedures
Operational Coordination
Planning
Building
IDENTIFIED GAP/NEED
ANTICIPATED PROJECT IMPACT
Continue integration of
Comprehensive Emergency
Management Plan (CEMP) plan
components with departmental and
jurisdictional stakeholders. 2020
CEMP is currently being updated.
Complete update and receive state
and city approval by end of 2026.
The CEMP will be shared and trained
on. For the 2026 CEMP update cycle,
additional annexes will be developed
to address jurisdictional impacts.
CEMP training and stakeholder
outreach will support resilience and
operational readiness.
Work with city departments to
update the Damage Assessment plan.
Prepare and exercise City, non -City
personnel, and volunteers to assess
post -earthquake building damage.
After a major earthquake, buildings in
Everett will have varying degrees of
damage. Those buildings will need to
be evaluated to determine if they are
safe for re-entry. Everett does not
have enough personnel to evaluate all
buildings quickly. The CEMP directs
that certain city departmental
personnel play a role in initial damage
assessments.
Having more individuals properly
trained to assess buildings after an
earthquake may allow people to
reenter buildings sooner for
response and recovery efforts. Being
able to identify dangerous buildings
earlier could also help to prevent
injury.
Work with City departments, County
Emergency Management, State
Emergency Management and other
partner agencies on training and
planning for the FIFA World Cup 26
events.
City of Everett is a FIFA World Cup
2026 Official Fan Zone. Everett will be
working with various agencies to
provide a safe viewing location for
FIFA games.
Working with partner agencies will
help us to plan for, respond to, and
recover from events that may bring
over 70,000 people through our
area.
Priority Area #6
4.7 Resource Management, Mutual Aid, and Logistics
Primary Core Capability
Community Resilience
Secondary Core Capability
Economic Recovery
Build or Sustain
Sustaining/Maintaining
WORK PLANNED
IDENTIFIED GAP/NEED
ANTICIPATED PROJECT IMPACT
Purchase supplies for use in strategic
locations around the City. The
purpose is to build capabilities to
support city operations in the event
of a disaster.
A catastrophic incident, e.g., Cascadia,
would severely limit travel and the
community's ability to obtain goods.
Impacted transportation
infrastructure and bridge damages
may result in population islands.
Everett responders and supporting
stakeholders will have access to
supplies to help the community. The
supplies may include small tools,
food and water.
DHS-FEMA-EMPG-FY25
Page 47 of 50 City of Everett, E26-223
