(APS) <br />Given that the project is being scoped through final design without completion of a preliminary <br />design phase, this scope is developed based on several key assumptions. These assumptions <br />are intended to clarify the anticipated project parameters, define roles and responsibilities, and <br />support efficient delivery of the design. Additional task-specific assumptions are identified <br />throughout this scope. <br />Assumptions: <br />l A Notice to Proceed (NTP) will be issued by the City via email. <br />l Documents to be supplied by the City shall be requested by the Kimley-Horn team in <br />email. <br />l City of Everett Design and Construction Standards, 2025 Update will be the primary <br />design standards. American Association of State Highway and Transportation Officials <br />(AASHTO) and WSDOT design standards will be used. WSDOT/American Public Works <br />Association (APWA)/ City of Everett specifications will be used, with special provisions <br />written only where required. <br />l The City will lead formal grant reporting and compliance activities required by WSDOT <br />for MAWA-funded projects, including periodic status reports, documentation of public <br />engagement, inclusion in the State Transportation Improvement Program (STIP) (if <br />federal funding is involved), and any other agency submittals required to authorize and <br />obligate funds. <br />l The pedestrian bridge is intended to serve as a campus-only connection between the <br />College and the WSU Everett campus and is not intended to serve as a general <br />pedestrian or bicycle crossing of North Broadway. <br />l No direct pedestrian or bicycle access from North Broadway to the bridge will be <br />provided. <br />l The project is being scoped through final design without completion of a preliminary <br />design phase. The final bridge type, span configuration, landing configuration, structural <br />system, materials, and architectural treatments are not yet defined. <br />l The selected bridge type is anticipated to be a conventional, code-compliant pedestrian <br />bridge that can be designed using standard WSDOT and AASHTO guidance without <br />requiring unique or experimental design methodologies. Visual Quality enhancements <br />will be designed to fall within fundamental bridge design principles. <br />l TS&L development will be completed at Preliminary (~30%) Design sufficient to support <br />Final (~90%) Design, not as a standalone design milestone. <br />l TS&L development at the Preliminary (~30%) Design is intended to establish the overall <br />bridge framework and does not include final structural calculations, detailed <br />reinforcement design, final quantities, or design details. <br />l Significant changes to bridge type, alignment, span arrangement, or structural system <br />after approval of Preliminary (~30%) Design may require a scope amendment. <br />l The project is anticipated to qualify for SEPA and NEPA documentation.
