City of Everett <br />WPCF Gate Replacement and Clarifier Launder Repair – Scope of Services <br />May 18, 2026 <br />Page 3 <br />Category 2: For official use only / disclosure permissible by law. <br />Task 1 – Project Management and QA/QC Reviews <br />Project Management is performed throughout the duration of the Project. This includes project scoping, <br />technical oversight, team coordination, client communications, invoicing, tracking progress, and QA/QC <br />reviews. <br />Work Tasks: <br />1.1 Project Scoping. <br />o BHC will conduct a site visit with the City to review the project and prepare a Scope of Services <br />and budget for the Project. <br />1.2 Project Setup and Invoicing. <br />o BHC will enter the Project into the accounting system, prepare monthly invoices, and track <br />progress. <br />1.3 Client Communications. <br />o Prepare monthly status reports and conduct as-needed communications with the Client to <br />facilitate the work and keep the Client informed of information needs or issues that arise. <br />Monthly status reports will be an email overview of project status provided with each invoice. <br />1.4 Project Team Coordination. <br />o Conduct periodic team meetings to plan, organize, and coordinate the work and provide <br />technical oversight and direction. Monitor, control, and adjust effort in alignment with the <br />scope, schedule, and budget. <br />1.5 QA/QC Reviews. <br />o BHC will conduct an internal QA/QC review of deliverables. The QC reviews will be performed <br />by the project manager and a senior or principal level engineer not directly involved in the <br />design efforts. Internal review comments will typically be incorporated prior to delivery of work <br />products, though this may be adjusted to meet schedule demands. <br />Receivables: <br />Executed Contract and Notice-to-Proceed. <br />Deliverables: <br />Scope of Services and budget. <br />Invoices. <br />Monthly status reports. <br />Assumptions: <br />BHC’s standard invoice format will be utilized. <br />Incidental miscellaneous expenses (e.g., travel reimbursement, etc.) do not require submittal of <br />backup statements.
