City of Everett Point Industrial Center (EPIC) Bridge Project – Phase 2 Full Design <br />Page 14 of 43 <br />Deliverables: <br />Critical Areas Technical Memorandum describing the findings of the field investigation <br />and documentation required for completing the SEPA/NEPA review with the AGENCY <br />and WSDOT. <br />4.2 NEPA/SEPA Documentation <br />The Project is expected to qualify for Categorical Exclusion (CE) under WDSOT NEPA review <br />and is assumed to qualify for SEPA MDNS under Everett local jurisdiction. A draft and final <br />SEPA Checklist will also be prepared using NEPA information after it is completed. Perteet will <br />coordinate with the AGENCY and WSDOT staff for review and approval signatures on the CE <br />Form and as may be needed for SEPA. <br />Activities: <br />Perteet will perform the following activities under this task: <br />Confirm the findings of the TS&L Environmental Submittal. <br />Prepare the WSDOT Categorical Exclusion (CE) Form (pending WSDOT concurrence <br />Project is permissible under NEPA CE from results of early consultation). <br />Prepare an APE Memorandum with APE Map and Cultural Resources Assessment to <br />support consultation under Section 106 of the National Historic Preservation Act (NHPA) <br />and Washington Department of Archaeology and Historic Preservation (DAHP). <br />Research and prepare a Hazardous Materials Memorandum to identify potential <br />hazardous substance and solid waste cleanup and worker protection requirements. <br />Research and prepare a Biological Assessment per WSODT criteria with Stormwater <br />Checklist and for Threatened Species (EMC Chapter 19.37.070(B)(2)). <br />Perform formal Endangered Species Assessments to support consultation with United <br />States Fish and Wildlife and National Marine Fisheries Service through WSDOT /FHWA <br />to support evaluation under Section 7 of the Endangered Species Act. <br />Prepare the SEPA Checklist (Everett Municipal Code (EMC) Chapter 15.02). <br />Prepare a Shoreline Substantial Development Permit through the AGENCY’s input. <br />(Everett Shoreline Master Program, October 2019). <br />Prepare Floodplain Development Permit documentation and forms (EMC Chapter <br />19.30). <br />A 4(f) assessment and De Minimis Evaluation Form supported by a letter from the <br />AGENCY of Everett Parks Department supporting conclusions about the need for park <br />mitigation under 23 CFR Part 774. Support the AGENCY with one public meeting to <br />discuss park land impacts. <br />Critical Areas Technical Memorandum describing the findings of the field investigation <br />and documentation required for completing the SEPA/NEPA approvals with the <br />AGENCY and WSDOT. <br />Conduct cultural resources survey and prepare a Cultural Resources Assessment Report <br />meeting DAHP and WSDOT standards to support review under Section 106 of <br />the National Historic Preservation Act according to Appendix J, Exhibit B of the October <br />2018 versi
