C. Approval of Preliminary Short Subdivision Shall Consider the Land Division <br /> Evaluation Criteria and Development Standards in Chapter 18.28. The director and city <br /> engineer shall evaluate the proposed preliminary short subdivision application and its <br /> compliance with Chapter 18.28 of this code, all other applicable city ordinances, and city <br /> standards. <br /> D. Decision by the City. <br /> 1. If the director and city engineer find that the proposed preliminary short subdivision is <br /> consistent with Chapter 18.28 of this code, all other applicable city ordinances and city <br /> standards, the preliminary short subdivision shall be approved. If the director and city <br /> engineer find that the preliminary short subdivision is not consistent with Chapter 18.28 <br /> of this code, or other applicable city ordinances and city standards, the city may <br /> disapprove the application stating reasons for disapproval, or return it to the applicant for <br /> modification or correction with specific conditions or revisions that must be met for <br /> approval. <br /> 2. The preliminary short subdivision decision shall be in writing and shall include <br /> findings of fact and conclusions. <br /> 3. The decision made by the director and city engineer shall be given the effect of an <br /> administrative decision and any appeals shall be in accordance with Title 15 of this code, <br /> as amended, and Chapter 2.23 of this code, as amended. <br /> E. Approval of the Preliminary Short Subdivision by the City. Approval of the <br /> preliminary short subdivision shall constitute authorization for the applicant to develop <br /> the short subdivision facilities and improvements as required in the approved preliminary <br /> short subdivision. Development shall be in accordance with the plans and specifications <br /> as approved by the city subject to compliance with all conditions and requirements of the <br /> preliminary approval. <br /> F. Time Limits for Preliminary Approval. A preliminary short subdivision decision shall <br /> be issued by the city within one hundred twenty days as defined in Title 15 of this code, <br /> as amended. <br /> G. Expiration of Preliminary Short Subdivision Approval. Final short subdivision <br /> approval must be obtained within three years of preliminary short subdivision approval, <br /> after which time the preliminary short subdivision approval will be void. No extension <br /> may be granted by the city to the applicant. <br /> EMC 18.08.070 Final application submittal requirements. <br /> A. Final Plat or Short Plat Map. All final plat or short plat maps shall be made by or <br /> under the supervision of a Washington State registered licensed land surveyor. The final <br /> plat or short plat map shall be drawn on mylar drafting film having dimensions of <br /> eighteen inches by twenty-four inches with a two-inch border on the left edge and one- <br /> half-inch borders on the other edges. Information required shall include, but not be <br /> limited to: <br /> 1. The name of the subdivision or short subdivision number; <br /> 2. Legal description of the entire parcel to be subdivided or short subdivided; <br /> 3. The date, scale, and north arrow; <br /> 4. Boundary lines, right-of-way for streets, easements, and property lines of lots and <br /> other sites with accurate bearings, dimensions or angles and arcs, and of all curve data; <br /> 10 <br />
