7. An alteration or vacation certificate from a title company which is not older than thirty <br /> days; <br /> 8. Proposed alteration or vacation map; <br /> 9. Proposed supplemental map; <br /> 10. Mailing list of adjacent property owners and all property owners within the <br /> subdivision or short subdivision that are subject to the alteration or vacation, typed on <br /> city form; <br /> 11. Special Studies. Environmentally sensitive area studies, traffic studies, and other <br /> studies as the city may determine to be necessary due to the applicant's proposal or <br /> unique physical features of the site; and <br /> 12. Environmental checklist (SEPA), when required by Chapter 197-11 WAC and <br /> Chapter 20.04 of this code. <br /> C. Requirements for Alteration or Vacation Map. An alteration or vacation map shall be <br /> drawn to the specifications as defined in Section 18.08.020C of this title for preliminary <br /> plat or short subdivision plat maps. <br /> D. Requirements for Supplementary Map. A preliminary supplemental alteration or <br /> vacation map shall be drawn to the specifications as defined in Section 18.08.020D of <br /> this title. <br /> EMC 18.12.030 Review process for alteration or vacation. <br /> A. Required Review Process. An administrative preliminary subdivision or short <br /> subdivision application for an alteration or vacation shall be reviewed as a Review <br /> Process II as defined in Title 15 of this code, as amended, with the following added or <br /> changed procedures: <br /> 1. The director, within fourteen days from the date of the determination of completeness <br /> of the application, shall provide public notice as follows: <br /> a. The property shall be posted with two signs (twenty-four inches by thirty-six inches) <br /> on the property's frontage. The content of the notice shall meet the requirements of Title <br /> 15 of this code, as amended, and shall include a statement that any affected person may <br /> request an open record public hearing. <br /> b. Notice shall be mailed to adjacent property owners and all other property owners of <br /> portions affected that are within the original approved subdivision or short subdivision. <br /> The content of the notice shall meet the requirements of Title 15 of this code, as <br /> amended, and shall include a statement that any affected person may request an open <br /> record public hearing. <br /> 2. All public comments shall be submitted as required by Title 15 of this code, as <br /> amended. All comments received shall be in writing and shall be as specific as possible. <br /> A copy of all written comments shall be provided to the applicant. The applicant will <br /> have seven days from the receipt of the comments to respond thereto. <br /> 3. An open record hearing on the proposed alteration or vacation shall be held if any <br /> affected person files a written request for an open record hearing with the planning and <br /> community development department within twenty-one days of the notice of application <br /> (public comment period). <br /> 15 <br />
