A. Required Review Process. <br /> 1. The applicant must demonstrate compliance with all the conditions and requirements <br /> of the preliminary approval and all of the necessary final documents as required in <br /> Section 18.12.050 of this chapter. <br /> 2. A final alteration or vacation shall be reviewed using the same review process used for <br /> final subdivisions as defined in Section 18.08.080 of this title. <br /> BE AND THE SAME IS HEREBY SUPERSEDED BY THE PROVISIONS OF <br /> THE CITY'S LOCAL PROJECT REVIEW PROCEDURES ORDINANCE <br /> SECTION 8: That Section 4A (EMC 18.16.010), Section 4B (EMC 18.16.020), Section <br /> 4C (EMC 18.16.030), Section 4D (EMC 18.16.040), Section 4E (EMC 18.16.050), and <br /> Section 4F (EMC 18.16.060) of Ordinance No. 2328-98 which reads as follows: <br /> EMC 18.16.010 Preapplication conference. <br /> Prior to submittal of a cluster alternative application, a preapplication conference must be <br /> completed as defined in Section 18.08.010 of this title. <br /> EMC 18.16.020 Preliminary application submittal requirements. <br /> A. Fees. The applicant shall pay the required fees when submitting a preliminary cluster <br /> alternative application. <br /> B. Application Documents. The city will provide all the forms and instructions for filing <br /> an application for a preliminary cluster subdivision or cluster short subdivision. An <br /> application for the cluster alternative shall consist of the following minimum information: <br /> 1. City application form with verification that the preapplication conference has been <br /> completed or a signed waiver by the director; <br /> 2. Legal description for property to be subdivided; <br /> 3. Vicinity map; <br /> 4. Declaration of ownership form signed by the owner(s); <br /> 5. A cluster subdivision or cluster short subdivision certificate from a title company <br /> which is not older than thirty days; <br /> 6. Proposed preliminary cluster plat or cluster short plat map; <br /> 7. Proposed supplemental map; <br /> 8. Proposed site plan; <br /> 9. Proposed landscaping plan; <br /> 10. Proposed building designs including four elevations for each building and a bird's- <br /> eye aerial drawing showing the entire development; <br /> 11. Mailing list of adjacent property owners typed on city form; <br /> 12. Special Studies. Environmentally sensitive area studies, traffic studies, and other <br /> studies as the city may determine to be necessary due to the applicant's proposal or <br /> unique physical features of the site; and <br /> 13. Environmental checklist (SEPA), when required by Chapter 197-11 WAC and <br /> Chapter 20.04 of this code. <br /> 18 <br />
