A. Fees. The applicant shall pay the required fees when submitting the preliminary <br /> binding site plan application. <br /> B. Application Documents for Binding Site Plans and Site Plan Approval. The city shall <br /> provide all the necessary forms and instructions for filing an application for a preliminary <br /> binding site plan and site plan review. An application for a preliminary binding site plan <br /> and site plan review shall consist of the following minimum information: <br /> 1. City application form with verification that the preapplication conference has been <br /> completed or a signed waiver by the director; <br /> 2. Legal description of the property to be subdivided; <br /> 3. Vicinity map; <br /> 4. Declaration of ownership form signed by the owner(s); <br /> 5. A binding site plan certificate from a title company which is not older than thirty days; <br /> 6. A proposed preliminary binding site plan map; <br /> 7. A proposed site plan meeting the requirements of the city's site plan checklist; <br /> 8. Mailing list of contiguous property owners typed on the city's form included in the <br /> application packet; <br /> 9. Special Studies. Environmentally sensitive area studies, traffic studies, and other <br /> studies as the city may determine to be necessary due to the applicant's proposal or <br /> unique physical features of the site; <br /> 10. Environmental checklist (SEPA), when required by Chapter 197-11 WAC and <br /> Chapter 20.04 of this code; and <br /> 11. Preliminary landscaping plan with location and width of private and public common <br /> landscaped areas, and proposed setbacks. <br /> C. Application Documents for Binding Site Plans with Previously Approved Site Plans. <br /> The city shall provide all the necessary forms and instructions for filing a fully completed <br /> application for a preliminary binding site plan with a previously approved site plan. An <br /> application for a preliminary binding site plan with a previously approved site plan shall <br /> consist of the following minimum information: <br /> 1. City application form; <br /> 2. Legal description of the property to be subdivided; <br /> 3. Vicinity map; <br /> 4. Declaration of ownership form signed by owner(s); <br /> 5. A binding site plan certificate from a title company which is not older than thirty days; <br /> 6. A proposed preliminary binding site plan map; <br /> 7. The approved site plan with a copy of the corresponding decision and project <br /> numbers; <br /> 8. The SEPA threshold determination and corresponding checklist submitted for the <br /> approved project; and <br /> 9. A proposed or approved phasing plan. <br /> D. Requirements for the Preliminary Binding Site Plan Map. A preliminary binding site <br /> plan shall be drawn to the specifications as defined in Section 18.20.050 of this chapter <br /> for a final binding site plan. <br /> E. Requirements for Site Plan. All site plans must be a minimum of eighteen inches by <br /> twenty-four inches. Upon approval by the city, the applicant may increase the size of the <br /> site plan to twenty-four inches by thirty-six inches. All plans shall be prepared by or <br /> 22 <br />
