The proposed preliminary site plan shall <br /> provide the minimum information as required in the application instructions for the <br /> underlying land use action. <br /> EMC 18.20.030 Review process for binding site plans and site plan approval. <br /> A. Required Review Process. An administrative preliminary binding site plan application <br /> and site plan approval shall be reviewed as a Review Process II, as defined in Title 15 of <br /> this code, as amended. <br /> B. Integrated Permit Review. <br /> 1. The city shall integrate the SEPA review and the review of any other site plan <br /> approvals or other city land use permits with the review of the administrative binding site <br /> plan application as defined in Title 15 of this code, as amended. <br /> 2. A final SEPA threshold determination and all decisions on other project permit(s) will <br /> be made concurrently with the administrative preliminary binding site plan approval as <br /> defined in Title 15 of this code, as amended. <br /> 3. When an application for an administrative preliminary binding site plan includes a <br /> request for permits or other actions which require an open record public hearing, the <br /> director and city engineer action on the preliminary binding site plan application shall be <br /> in the form of a recommendation to the hearing examiner, and will be reviewed <br /> concurrently at the open record public hearing consistent with Section 18.08.040 of this <br /> title. All other requested permits will be reviewed concurrently to the extent permissible <br /> by law as defined in Title 15 of this code, as amended. <br /> C. Approval of Preliminary Binding Site Plan Shall Consider the Land Division <br /> Evaluation Criteria and Development Standards in Chapter 18.28. The director and city <br /> engineer shall evaluate the proposed preliminary binding site plan application and its <br /> compliance with Chapter 18.28 of this code, all other applicable city ordinances and city <br /> standards. <br /> D. Decision by the City. <br /> 1. If the director and city engineer find that the proposed preliminary binding site plan <br /> complies with Chapter 18.28 of this code, all other applicable city ordinances and city <br /> standards, the preliminary binding site plan shall be approved. If the director and city <br /> engineer find that the preliminary binding site plan is not in compliance with Chapter <br /> 18.28 of this code, or other applicable city ordinances and city standards, the director and <br /> city engineer may disapprove the application stating reasons for disapproval or return it <br /> to the applicant for modification or corrections with specific conditions or revisions that <br /> must be met for approval. <br /> 2. The preliminary binding site plan decision shall be in writing and shall include <br /> findings of fact and conclusions. <br /> 3. The decision made by the director and city engineer shall be an administrative <br /> decision. Any appeals shall be in accordance with Title 15 of this code, as amended, and <br /> Chapter 2.23 of this code, as amended. <br /> E. Approval of the Preliminary Binding Site Plan by the City. Approval of the <br /> preliminary binding site plan shall constitute authorization for the applicant to develop <br /> the facilities and improvements as required in the approved preliminary binding site plan. <br /> 23 <br />
