Review by the historical commission, who shall make a recommendation to the <br /> planning commission, based upon the designation criteria listed in Section 33.040 of this <br /> chapter. <br /> B. Review by the planning commission using process VB, for nonproject site-specific <br /> rezones, described in Chapters 41 and 42 of this title. <br /> C.
