The city council shall make the final decision <br /> whether or not to modify any of the provisions of this title. <br /> BE AND THE SAME IS HEREBY AMENDED TO READ AS FOLLOWS: <br /> B. Review Procedure. Modifications may be proposed in conjunction with or subsequent <br /> to a proposal to designate the subject property as an historic overlay zone as provided in <br /> Sections 33.020 through 33.050 of this chapter. The historical commission shall review <br /> all requests for modification of code provisions for properties within the H overlay zone <br /> and shall make a recommendation to the city council. The city council shall make the <br /> final decision whether or not to modify any of the provisions of this title. This shall be <br /> done in accordance with the review procedures set forth in the City's Local Projects <br /> Review Procedures Ordinance. <br /> SECTION 30: That Section 2 of Ordinance No. 2170-96 (EMC 19.33A.030) which <br /> reads as follows: <br /> Permitted uses. <br /> Permitted public park development uses include any park and recreational activity, <br /> including active and passive outdoor recreational activities, trails, open space, cultural <br /> activities, park buildings and structures, concessionaires, general park operations and <br /> maintenance activities, ranger's or caretaker's quarters, other compatible public uses and <br /> structures, and uses customarily incidental thereto, and are permitted in accordance with <br /> the following review processes: <br /> A. Review Process I. Public park development land uses approved by the park <br /> commission consistent with an adopted park master plan which are below the city's SEPA <br /> thresholds for categorical exemptions or which are exempt from SEPA. <br /> B. Review Process II. <br /> 1. Public park development uses which are not part of or in conformance with an <br /> adopted park master plan, as determined by the parks commission. <br /> 2. Public park development land uses which exceed the city's SEPA (State <br /> Environmental Policy Act) ordinance thresholds for categorical exemptions. <br /> C. Review Process III.
