SECTIOIN 31: That Ordinance No. 1671-89 as amended by Section 67 of Ordinance <br /> No. 1849-92 (EMC 19.33B.030)which reads in part as follows: <br /> Review process. The institutional zone shall be established only in conjunction with a <br /> master plan which generally specifies the parameters for development of the property. <br /> The institutional zone and master plan shall be reviewed by the planning commission <br /> using Review Process V, described in Chapter 42 of this title. Either the sponsoring <br /> institution or the city may initiate the establishment of an institutional overlay zone. <br /> BE AN THE SAME IS HEREBY AMENDED TO READ AS FOLLOWS: <br /> Review process. The institutional zone shall be established only in conjunction with a <br /> master plan which generally specifies the parameters for development of the property. <br /> The institutional zone and master plan shall be reviewed using the review process <br /> described in the City's Local Project Review Procedures Ordinance. Either the <br /> sponsoring institution or the city may initiate the establishment of an institutional overlay <br /> zone. <br /> SECTION 32: That Ordinance No. 1671-89 as amended by Section 67 of Ordinance <br /> No. 1849-92 (EMC 19.33B.060)which reads in part as follows: <br /> Effect of approval. The approval by the city council of a master plan for an institutional <br /> zone shall have the effect of a general guide for future development within the <br /> institutional zone. The approved master plan shall remain binding upon the sponsoring <br /> institution and the city. The review of an individual phase or of the entire development <br /> shall be the responsibility of the planning director, using Review Process II.B, for all <br /> development which is consistent with the general parameters established by the city <br /> council. Minor revisions to the master plan may be approved by the planning director <br /> using Review Process II.B, provided that such revisions are consistent with the standards <br /> and uses approved by the city council, and do not change the uses or character, or allow <br /> an increase in the intensity of development authorized by city council. Any proposed <br /> changes which are not consistent with the city council approval shall be reviewed by the <br /> planning commission and city council. <br /> BE AND THE SAME IS HEREBY AMENDED TO READ AS FOLLOWS: <br /> Effect of approval. The approval by the city council of a master plan for an institutional <br /> zone shall have the effect of a general guide for future development within the <br /> institutional zone. The approved master plan shall remain binding upon the sponsoring <br /> institution and the city. The review of an individual phase or of the entire development as <br /> well as the review of any revision or change shall be in accordance with the review <br /> processes described in the City's Local Project Review Procedures Ordinance. <br /> SECTION 33: That Ordinance No. 1671-89 as amended by Section 17 of Ordinance <br /> No. 1729-90, Sections 21 and 22 of Ordinance No. 1849-92 and Sections 51-55 of <br /> Ordinance No. 2397-99 (EMC 19.34.060 F)which reads as follows: <br /> 25 <br />
