D. LOS for Highways of Statewide Significance. The Level of Service for Highways <br /> of Statewide Significance is to be established by the State, not at the local level. <br /> E. LOS for other state owned facilities. HB 1487 and implementing guidelines <br /> indicate that the Level of Service for state highways that are not highways of <br /> statewide significance shall be LOS "D" (mitigate for congestion). <br /> F. Concurrency <br /> 1. Concurrency does not apply to transportation facilities and services of statewide <br /> significance, such as Interstate 5, US 2, SR 526, and portions of SR 529. <br /> 2. No changes are proposed to requirements for the local system,which is governed <br /> by Ordinance No. 2425-99. <br /> 3. The level of service for non-HSS State highways, such as SR 99 and SR 527 shall <br /> be LOS "D." <br /> G. Transportation Facilities and Services of Statewide Significance. HB 1487 <br /> defines the following facilities and services as being of"statewide significance: <br /> 1. Interstate highways: Interstate 5 is the only interstate highway located in the <br /> Everett Planning Area. It is the major north-south corridor in the state,providing <br /> service as a route for interstate commerce,regional commute traffic, regional and <br /> local commerce, and transit service. While there are no requirements for <br /> concurrency on Interstate 5, improvements planned by WSDOT,the City of <br /> Everett, and Sound Transit include: <br /> a. extending the HOV lanes from SR 526 to US 2; <br /> b. high capacity transit parking facilities and HOV access facilities in the median <br /> near 112th Street SE; and <br /> c. improvements to the 41St Street interchange. <br /> 2. Interregional arterials, including ferry connections: US 2 is the second highest <br /> volume east-west corridor highway in the State. Although less than 1/3 mile in <br /> length within Everett, US 2 traffic congestion has created significant congestion <br /> on Interstate 5 and local streets within Everett. Again,there are no requirements <br /> for concurrency for US 2. State plans for improvements to US 2 include <br /> replacement of the on-ramp bridge from I-5 to US 2 with an additional lane to <br /> reduce congestion and back-ups on Interstate 5. SR 526 is also considered an <br /> interregional arterial, because of the role it plays in providing access to the Boeing <br /> plant, and as a connection between Interstate 5 and SR 525, which provides <br /> access to the Mukilteo ferry terminal. <br />
