I <br /> 1 and other traffic control devices necessary to warn and protect the public at all times <br /> 2 from injury or damage as a result of the Contractor's operations which may occur on <br /> 3 highways, roads, or streets. No work shall be done on or adjacent to the roadway until <br /> 4 all necessary signs and traffic control devices are in place. <br /> 5 <br /> 6 Flaggers and spotters shall possess a current flagging card issued by the State of <br /> 7 Washington, Oregon, Montana, or Idaho. The flagging card shall be immediately <br /> 8 available and shown upon request by the Contracting Agency. <br /> 9 <br /> 10 1-10.3(1)A Flappers and Spotters <br /> 11 <br /> 12 Section 1-10.3(1)A is supplemented with the following: <br /> 13 <br /> 14 The Contractor shall furnish all personnel for flagging to control traffic during construction <br /> 15 operations. Employees of the Contractor engaged in flagging or traffic control shall wear <br /> 16 reflective vests and hard hats. During hours of darkness, white coveralls or white or yellow <br /> 17 rain gear shall also be worn. The vests and other apparel shall be in conformance with <br /> 18 Section 1-07.8. The Contractor shall furnish the MUTCD Standard Stop/Slow Paddles (24 <br /> 19 inches wide, letters 6 inches high) and reflectorized) for the flagging operations. During <br /> 20 hours of darkness flagger stations shall be illuminated to insure that flaggers can be easily <br /> 21 seen without casing glare to the traveling public. The Contractor must develop and use a <br /> 22 method to ensure that flaggers have adequate warning of objects approaching from behind <br /> 23 the flagger. <br /> 24 <br /> 25 All flaggers must start a new job with an on-site orientation. This orientation must include, <br /> 26 but not be limited to the flagger's role and location on the job site, equipment, traffic <br /> 27 patterns, communications and hazards specific to the work site. <br /> 28 <br /> 29 When the bid proposed includes an item for"Flaggers and Spotters", the work covered by <br /> 30 this item shall be for the labor actually used when authorized by the Engineer for: <br /> 31 1. The services of a uniformed police officer to countermand an operating signal, or111 <br /> 32 to direct traffic in an intersection where the signal is de-energized. <br /> 33 2. The services of flaggers at both ends of the 2-way, single lane operation; or <br /> 34 3. The services of flaggers or uniformed police officers when otherwise directed by 1 <br /> 35 the Engineer. <br /> 36 <br /> 37 The hours eligible for"Flaggers and Spotters" shall be for the hours actually worked, plus 1 <br /> 38 hour of on-site orientation per flagger. "Show-up time" will not be counted. The labor to <br /> 39 perform the work described in the item "Project Temporary Traffic Control" is specifically <br /> 40 excluded from this work. No adjustment will be made to the unit price for"Flaggers and <br /> 41 Spotters" for overtime or holiday hours worked. <br /> 42 <br /> 43 1-10.3(3)A Construction Signs <br /> 44 <br /> 45 Section 1-10.3(3)A is replaced by the following: <br /> 46 <br /> 47 All signs required by the approved traffic control plan(s) as well as any other appropriate <br /> 48 signs prescribed by the Engineer will be furnished by the Contractor and be paid under <br /> 49 the item "Project Temporary Traffic Control". The Contractor shall erect them on posts <br /> 50 or supports and maintain them in a clean, neat, and presentable condition until the <br /> 51 necessity for them has ceased. All non-applicable signs shall be removed or covered <br /> 52 with either metal or plywood during periods when they are not needed.
