I <br /> 1 in Chapter 19.28 RCW, <br /> 2 <br /> 3 The section 1-02.6 is further amended by adding the following: <br /> 4 A minimum bid of the current prevailing wage with all benefits has been established for <br /> 5 the item "Flaggers and Spotters". If the Contractor's bid is less than this minimum <br /> 6 specified amount, the Contracting Agency will unilaterally revise the bid amount to this <br /> 7 minimum specified amount and recalculate the Contractor's total bid amount. The <br /> 8 corrected total bid amount will be used by the Contracting Agency for award purposes <br /> 9 and to fix the amount of the contract bond. <br /> 10 <br /> 11 1-02.7 Bid Deposit <br /> 12 Supplement this section with the following: <br /> 13 <br /> 14 Bid bonds shall contain the following: <br /> 15 1. Contracting Agency-assigned number for the project; <br /> 16 2. Name of the project; <br /> 17 3. The Contracting Agency named as obligee; <br /> 18 4. The amount of the bid bond stated either as a dollar figure or as a percentage which <br /> 19 represents five percent of the maximum bid amount that could be awarded; <br /> 20 5. Signature of the bidder's officer empowered to sign official statements. The signature <br /> 21 of the person authorized to submit the bid should agree with the signature on the bond, <br /> 22 and the title of the person must accompany the said signature; <br /> 23 6. The signature of the surety's officer empowered to sign the bond and the power of <br /> 24 attorney. <br /> 25 <br /> 111 <br /> 26 1-02.8 Non-collusion Declaration and Lobbying Certification <br /> 27 <br /> 28 1-02.8(1) Non-collusion Declaration <br /> 29 Section 1-02.8(1) is amended by adding the following: <br /> 30 Contractor shall submit a "Non-Collusion Affidavit" as part of its proposal package. <br /> 31 <br /> 32 1-02.9 Delivery of Proposals <br /> 33 <br /> 34 Revise the first paragraph to read: <br /> 35 Each proposal shall be submitted in a sealed envelope, with the Project Name and <br /> 36 Project Number as stated in the Advertisement for Bids clearly marked on the outside of <br /> 37 the envelope, or as otherwise stated in the Bid Documents, to ensure proper handling <br /> 38 and delivery. <br /> 39 <br /> 40 1-02.13 Irregular Proposals <br /> 41 <br /> 42 Revise item 1 to read: <br /> 43 <br /> 44 A proposal will be considered irregular and will be rejected if: <br /> 45 The bidder is not prequalified when so required; <br /> 46 The authorized proposal form furnished by the Contracting Agency is not used or is <br /> 47 altered; <br /> 48 The completed proposal form contains any unauthorized additions, -deletions, <br /> 49 alternate bids, or conditions; <br /> RIVERFRONT DEVELOPMENT NORTH WETLAND COMPLEX 14 <br />
