I 1 1-05.18(2) Construction Procedures 2 3 The Contractor shall supervise and direct the work and determine the means, methods, 4 techniques, sequences and procedures of construction, except in those instances where 5 the Owner, to define the quality of an item of work, specifies in the Contract, a means, 6 method, technique, sequence or procedure for construction of that item of work. 7 8 1-05.18(3) Responsibilities 9 10 1-05.18(3)(A) Subcontractors, Manufacturers and Suppliers 11 The Contractor shall be responsible for the adequacy, efficiency and sufficiency of 12 subcontractors, manufacturers, suppliers and their employees. 13 14 The contractor must verify responsibility criteria for each first tier subcontractor, and a 15 subcontractor of any tier that hires other subcontractors must verify responsibility criteria for 16 each of its subcontractors. At the time of subcontract execution, the contractor must verify 17 that each of its first tier subcontractors meets the following bidder responsibility criteria: 18 19 (a) At the time of subcontract bid submittal, have a certificate of registration in 20 compliance with Chapter 18.27 RCW; 21 (b) Have a current state unified business identifier number; I 22 (c) If applicable, have: 23 (i) Industrial insurance coverage for the subcontractor's employees working 24 in Washington as required in Title 51 RCW; 25 (ii) An employment security department number as required in Title 50 RCW' 26 (iii) A state excise tax registration number as required in Title 82 RCW; 27 (iv) An electrical contractor license, if required by Chapter 19.28 RCW; 28 (v) An elevator contractor license, if required by Chapter 70.87 RCW. 29 (d) Not be disqualified from bidding on any public works contract under RCW 30 39.06.010 or 39.12.065(3). 31 32 1-05.18(3)(B) Contractor's Employees 33 The Contractor shall be responsible for the adequacy, efficiency and sufficiency of its 34 employees. Workers shall have sufficient knowledge, skill and experience to perform 35 properly the work assigned to them. 36 37 1-05.18(3)(C) Payment for Labor and Materials 38 The Contractor shall pay and require its subcontractors to pay any and all accounts for 39 labor including Worker's Compensation premiums, State Unemployment and Federal 40 Social Security payments and other wage and salary deductions required by law. The 41 Contractor also shall pay and cause its subcontractors to pay any and all accounts for 42 services, Equipment, and materials used by him and its subcontractors during the 43 performance of work under this Contract. The Contractor shall pay such accounts as 44 they become due and payable. If requested by the Owner, the Contractor shall promptly 45 furnish proof of payment of such accounts to the Owner. 46 47 1-05.18(3)(D) Attention to Work 48 The Contractor, acting through its representative, shall give personal attention to and 49 shall manage the work so that it shall be prosecuted faithfully and completed under the 50 Project schedule.
