Project Background <br /> The City is rerouting the outfall around a portion of the existing outfall that was found to have a <br /> blockage,which cannot be removed without compromising the pipeline. The proposed pipeline <br /> alignment conflicts with existing bulkhead wall tiebacks and deadman anchors. New tie backs <br /> will be installed as part of this Contract to replace those tiebacks and deadman portions that <br /> must be detensioned and removed to allow for installation of the pipeline. The new pipeline <br /> alignment is within Port of Everett property. <br /> The pipeline being replaced is a large combined sewer outfall. During storm events the pipeline <br /> experiences intense and varying flow rates. The project will require scheduling of tie-in to the <br /> existing pipeline during dry weather to avoid bypass pumping during a storm event. <br /> The project is within a Model Toxics Control Act(MTCA) site. Environmental testing of soil <br /> and water samples collected along the project utility corridor were conducted and results are <br /> presented in the Appendix to these contract documents. <br /> B. Work of the Project includes: <br /> Construction of the new combined sewer outfall pipe consisting of approximately 200 LF of <br /> polypropylene pipe, replacement of flap gate and two new manholes, including one pile <br /> supported manhole. Construction of the new combined sewer pipe will include demolition or <br /> detensioning and replacement of bulkhead wall tie backs,where existing tie backs conflict with <br /> installation of the new pipe. <br /> The following provides a general summary of the primary elements of the project <br /> PSO6 REROUTE 011000- 1 <br /> WO NO.—UP3583 MAY 2016 <br /> I <br />
