Section 2. Ordinance No. 1671-89 as amended by section 36 of Ordinance No. <br /> 2397-99 (Table 5.1 of the Everett Municipal Code) is hereby amended to add a new Section <br /> "Secure Community Transition Facility" and to provide that such a facility shall be a special <br /> property use, subject to Review Process III, in the M-1 Office — Industrial Park Zone; M-M <br /> Business Park Zone; and M-2 Heavy Manufacturing Zone, and subject to the additional <br /> regulations provided in Section 3 of this Ordinance. <br /> Section 3. Section 41 of Ordinance No.1671-89, as amended (EMC 19.41), is <br /> hereby amended by the addition of the following to be codified in EMC 19.41.150 D (3): <br /> 41.150 D(3) Secure Community Treatment Facilities <br /> Secure Community Transition Facilities shall also be subject to the following <br /> standards: <br /> A. Essential Public Facilities. A secure community <br /> transition facility ("SCTF") is an essential public <br /> facility. In addition to complying with the City's <br /> requirements for a special use permit, the applicant <br /> for a SCTF shall comply with the City's siting <br /> process for essential public facilities. <br /> B. Maximum number of residents. No SCTF shall <br /> house more than twelve persons, excluding resident <br /> staff. <br /> C. Siting criteria. <br /> 1. No SCTFs shall be allowed in or within the line of <br /> sight of the following specified uses, whether such <br /> uses are located within or outside the City limits. In <br /> or within the line of sight of any "risk potential <br /> activity" as defined in RCW 71.09.020, as amended, <br /> include, but are not limited to: <br /> a. Public and private schools; <br /> b. School bus stops; <br /> c. Licensed day care and <br /> licensed pre-school facilities; <br /> - 3 <br />
